Ukraine is using ammunition far faster than NATO, which is supplying it, can produce it. The US is prioritising exports to East Asia to maintain a balance of power there, thus limiting exports to Ukraine. The European Union's budget toward the Ukraine war is over 90% depleted, with Switzerland prohibiting exports of its weaponry to Ukraine and France being reluctant to provide more artillery. NATO is keeping a hard line at not allowing VSU to target Russian territory with weaponry it provided.
Ukraine is using up to 7000 artillery rounds per day and the United States (the biggest weapons producer) only produces 15000 rounds per month.
Russia also appears to be struggling to provide sufficient weaponry to maintain the current level of its war effort. VSRF are now using weaponry from North Korea and Iran. It appears that VSRF are repurposing old missiles.
