Manna Lake LLC (operating at 5310 189th Ave E) is hiding a massive illegal operation that is endangering our community. Public records verify that the owner has dumped hazardous asbestos into our wetlands, blocked the creek feeding Hidden Lake (causing the "Little Lake Tapps" flood), and is operating a high density RV encampment where a tenant has already died in unsafe conditions. We demand immediate intervention before more people, and our environment, are permanently harmed.

The Lake Tapps community is experiencing severe safety issues originating from this property. While the owner collects rent from out-of-state, we are left with the consequences documented in these active Pierce County enforcement cases:

⚠️ PERMANENT PUBLIC FLOODING (Case #79276): Unpermitted grading and dirt dumping have blocked the area's natural watercourses. This blockage has created a stagnant flood zone on a public county road (S. Tapps Dr. E & Maryann Dr. E), locally mocked as "Little Lake Tapps." This is not just a nuisance; it is the result of destroying a protected waterway.


⚠️ DEADLY HOUSING CONDITIONS (Case #82838): While the property is taxed as a simple "Duplex," it is operating as an unpermitted 30+ unit commercial RV park. County records confirm that a tenant tragically died in an unpermitted unit described by inspectors as an "electrical nightmare." Despite this fatality, the owner installed infrastructure for even more illegal units.


⚠️ SEWAGE & GROUNDWATER CONTAMINATION (Case #79276): County records document complaints that RVs are parked with "no means of sewage disposal." With 30+ unpermitted units on site, we fear raw sewage is being improperly discharged directly into the ground, threatening the health of our aquifer and the downstream wetlands.


⚠️ HAZARDOUS ASBESTOS DUMPING (Case #76782): County inspectors have documented that 30 truckloads of dirt containing "KNOWN ASBESTOS" from a demolished fire station were dumped into the wetlands on this property. This toxic material remains exposed to the air we breathe and the water we drink and swim in.


⚠️ THE "VISUAL SHIELD" & ZONING FRAUD (Parcels #0520216012 & 0520216011): Manna Lake LLC owns the residential lots hidden directly behind the "West Tapps Mini Storage." It appears Manna Lake LLC uses this separate commercial facility as a visual screen to conceal their unpermitted operation from the road. While these back lots are taxed as residential, filings in Case #79276 document 30 separate lines of cable, indicating the operation has illegally expanded to avoid commercial taxes and zoning laws.

Our Demand

We call on the Pierce County Executive, the Department of Ecology, the Puget Sound Clean Air Agency, and the Tacoma-Pierce County Health Department to:

  • Revoke any active business licenses for Manna Lake LLC or issue immediate citations for operating an unlicensed commercial business.
  • Condemn the illegal housing to prevent further loss of life.
  • Mandate the removal of the hazardous asbestos fill and restoration of the natural creek flow.
  • Refer the property to the Fire Marshal, TPCHD, and WA Department of Health immediately. The unpermitted electrical rigging (30+ cables) constitutes a severe fire hazard, while the lack of a compliant "Large On-site Sewage System" (LOSS) threatens groundwater contamination.
  • Enforce Title 18A (Zoning) and Shut Down the Prohibited Use immediately: The residential parcel (Parcel #0520216011) is zoned for single-family residential use, where commercial RV parks are a Prohibited Use. This is not a code enforcement issue where "repairs" are needed; it is an illegal land use that cannot be permitted. We demand the County issue an Order of Abatement requiring the immediate removal of all recreational vehicles and the cessation of this illegal commercial enterprise in a residential zone.
