CA passed the following law to protect pets: 

AB 2380 will protect California consumers by prohibiting online pet retailers from offering consumer loans for the purchase of a dog or a cat.

Bella's Act (Assembly Bill 2152): Prohibit the retail sale of puppies, kittens, and rabbits, unless the animal comes from a rescue group or shelter. 

AB 485:This new law mandates that all dogs, cats and rabbits sold in pet stores must come from rescues or shelters, rather than federally licensed breeders. Pet stores will also face a $500 fine if found to be selling animals from commercial breeders.

Unfortunately in our city, Menifee, the illegal sale of puppies is still rampant. Trucks selling puppies are seen on the side of the road with big signs, or in  parking lots. These people who benefit from the illegal sale of puppies are not afraid and are doing it in the wide open, in front of everyone. 

Our local shelter is overcrowded, the problem with dogs that are neglected or abandoned has reached one of the highest peak but yet no stricter actions are being implemented to stop these illegal puppies mills, and backyard breeders.

Menifee has a city ordinance 218-252 that is not clearly managed. There is no transparency to how this city ordinance is managed or controlled by the departments in charge. Our city needs to take a closer look at the rampant problems with animals. The purpose of this petition is to take a stance as concerned Menifee residents, and bring some resolution between Menifee PD, Menifee City Council and Animal Control.
