I just had an informative phone meeting with Chief Middleton from Animal Control. 

My next step is to read the municipal codes which is hundred of pages. I will be planning on talking to the next City Council meeting. 

Some of the main issues are with our city and its municipal codes. Mayor Zimmerman responded quickly to my email by sending me over to Animal Control. City Council needs to take a harder look at their municipal codes and not pass the problem over the wall to another department.
