Dear neighbors and friends,

We are asking for your support in ending an issue that affects many residents of Hialeah: rooster crowing that goes on all night long — from 12:00 a.m. to 7:00 a.m., every single day, seven days a week. This ongoing disturbance disrupts our sleep, negatively impacts our health, and lowers our overall quality of life.

This issue is not just annoying — it's illegal!

According to Hialeah Municipal Code Sec. 10-2, it is illegal to:

• Keep livestock (including roosters) in residential areas.
• Allow animals to cause excessive noise that disturbs others, especially overnight.

Despite multiple complaints and clear violations, the City of Hialeah has failed to take meaningful action. Residents are suffering from sleep deprivation, stress, and in some cases, health complications like headaches, insomnia, and vision issues — all because of uncontrolled rooster noise every night of the week.

We are calling on the City of Hialeah to:

• Enforce local animal and noise ordinances.
• Investigate and act on rooster-related complaints.
• Hold accountable those who keep livestock in residential areas.
• Restore peace and sleep to affected residents.

Our community deserves better. Many of us are working hard, studying, raising families, and simply trying to live peacefully. We shouldn’t have to suffer every night because the city refuses to enforce its own laws.

🚨 The Law Nobody Wants to Enforce — But We Won’t Be Silent Any Longer

The City of Hialeah refuses to enforce its own law — Hialeah Code Sec. 10-2 — which makes it illegal to keep roosters or any livestock in residential neighborhoods. These roosters scream from midnight to 7 a.m., seven days a week, disturbing our sleep, harming our health, and violating our right to peace in our own homes.

We have filed reports. We’ve made calls. We’ve followed every legal step. But the system isn’t working.

Now we must act together.

We demand that Code Enforcement:

• Enforce the law — no livestock in residential zones
• Fine repeat violators
• Remove the roosters and restore peace to this neighborhood

We’ve done our part. We’ve documented the damage. We’ve seen the sleepless nights, the health issues, the stress. We’re not asking for special treatment — just basic quality of life and law enforcement that works for all of us.

Sec. 10-2. - Prohibitions.

(a) It shall be unlawful for any person to harbor, maintain, control, as defined by F.S. § 828.27(1)(c), or keep any livestock or wild, dangerous, undomesticated or vicious animals in the city.

(b) It is unlawful for any person to own or harbor any animal for the purpose of fighting or to train, torment, badger, bait or use any animal for the purpose of causing or encouraging the animal to unprovoked attacks upon other animals or human beings.

(c) It is unlawful for the owner or person having custody or control of any animal to permit the animal to be at large within the city.

(d) It is unlawful for any animal owner to permit any animal in the city to cause annoyance, alarm or otherwise unreasonably disturb others by habitually howling, yelping whining, barking, screeching, braying or making other noises.

(e) It is unlawful for any person to engage in or cause another to engage in any conduct deemed cruel or inhumane to animals. "Cruel or inhumane" shall include all acts set forth in F.S. §§ 828.12, 828.24, and 828.27(1)(d), from time to time, excluding ritual slaughter allowed by the State Humane Slaughter Act, as well as any of the following acts:

(1) Abandonment of an animal in the person's custody or control for a period exceeding 24 hours without providing food, water, ventilation, proper shelter and protection from the weather, or necessary veterinary care to an animal that the person reasonably knows to be maimed, sick, infirm or diseased;

(2) Leaving an animal unattended in a parked vehicle with inadequate or no ventilation; or

(3) Improper confinement or tethering resulting in injury, strangulation or entanglement.

Sección 10-2. - Prohibiciones.

(d) Es ilegal que el dueño de cualquier animal permita que este cause molestias, alarma o perturbe de manera irrazonable a otras personas, por medio de aullidos, ladridos, chillidos, bramidos u otros ruidos de forma habitual.

(e) Es ilegal que cualquier persona cometa o permita que otra persona cometa actos considerados crueles o inhumanos hacia los animales. “Cruel o inhumano” incluye todos los actos establecidos en los Estatutos de Florida §§ 828.12, 828.24 y 828.27(1)(d), excluyendo los sacrificios rituales permitidos por la Ley Estatal de Sacrificio Humanitario, así como los siguientes actos:

Abandonar a un animal bajo su custodia o control por más de 24 horas sin proporcionarle comida, agua, ventilación, refugio adecuado y protección contra el clima, o sin brindarle atención veterinaria necesaria cuando se sepa razonablemente que el animal está herido, enfermo o incapacitado;
