The Issue

Can Temecula Equestrian District and Wine Country sustain an increase of 8,000 cars per day? Do you want concerts until midnight?

Galway Downs has filed a change to their Conditional Use Permit (CUP) so that they can expand their uses to include a permanent concrete amphitheater for concerts, fairs, and music festivals, with a noise exemption on weekends to allow amplified sound until 12AM. In order to do this, they need to redefine the Temecula Equestrian District zoning language. This opens the door for all large property owners/ DEVELOPERS to develop their property for non-equestrian uses.

Agency Notice of Preparation of a Draft Environmental Impact Report

Three things are happening with this proposal, which will remove restrictions placed carefully, thoughtfully, and purposefully by the Wine Country Community Plan and Riverside County:

  1. Galway Downs is requesting a zone change to redefine the definition of Equestrian District.
  2. Once the zone is changed, they are requesting an expansion of uses for the property.
  3. Finally, changing the noise ordinance to 12 AM will allow them to host these activities.

Here are the details:

  • Revision No. 1 to CUP 2303R1 is proposed to allow for the construction or installation of new buildings and facilities at the Galway Downs facility and to accommodate the expanded range of uses allowed pursuant to CZ 2000010.
    • Events at the Galway Downs facility would include higher peak activities. These activities will increase the daily vehicle traffic during peak seasons to 8,100 cars PER DAY (Table 1-2 on Page 1-4). It’s not just cars coming and going. This is 8,106 parking spaces on property.
  • Galway Downs is currently zoned for Wine Country-Equestrian uses. Under Change of Zone No. 200010 (CZ 2000010), Galway Downs is seeking to amend the County Ordinance No. 348 to modify the definitions and allow new development for Lodging Facilities, Wine Country Campgrounds, and Equestrian Recreational Vehicle (RV) Parks. (Page 1-5)
    • Galway Downs is proposing a new section that would allow petting zoos, delicatessens and restaurants, bed and breakfast inns, country inns, and Wine Country Hotels, and Resorts. (Page 1-7)
  • Riverside County Noise Ordinance No. 847 regulates noise sources throughout unincorporated Riverside County. Galway Downs is seeking an exception to Subsection d. of Section 6 of Ordinance No. 847 to allow for periodic concerts and other events requiring sound amplifying equipment to occur on property. (Page 1 – 8)
    • Currently, sound amplifying equipment or live music is prohibited between the hours of 10:00 p.m. and 8:00 a.m. and sound emanating from sound amplifying equipment or live music at any other time cannot be audible to the human ear at a distance greater than two hundred feet from the equipment or music.

The total project area  is 241.6 acres and Los Caballos Rd, Pauba Rd, Los Corralitos Rd will be impacted (Page 1-9).
