PRIVATE consensus? Rejected downtown plan morphing behind closed doors. Why not publicly?

Per Village President "staff continues to work with the Board to build consensus around various aspects of the (downtown) proposal, including the scope, design, cost, and implementation." No. Under the Illinois Open Meetings Act (OMA), Village staff generally cannot privately build a consensus among individual board members on a project and then present it publicly as a done deal without public discussion of the SUBSTANTIVE deliberations. The Downtown Plan was rejected by trustees in July. No discussion about it happened at the August board meeting, but the President writes in the Sept newsletter that staff is continuing to build consensus with the board. That is in direct violation of the IL Open Meetings Act. Board discussion must be PUBLIC and the board represents residents. The August meeting was packed with over 100 residents, 90% of those who spoke were in strong opposition to the downtown plan. WHY is the plan being morphed again in PRIVATE?
