The following email has been sent to the Mayor/City Manager and City Council Members on yesterday asking for transparency and key commitments regarding the proposed data center, including creating a dedicated page on the City’s webpage to keep citizens informed. Dear Mayor Marci Fluellyn, Councilwoman Rosannette Kirby (Post I), Councilwoman Veronica Parrott (Post II), Councilwoman Dr. Rebekah Holland Wright (Post III), and Councilwoman Mary Ann Carp (Post IV) Please accept the attached petition on behalf of the residents and supporters of the Lovejoy community who oppose the proposed data center and who are calling for complete transparency, accountability, and meaningful public engagement regarding this project. This petition currently has 389 signatures and continues to gain support each day, reflecting the growing concern of residents and others who care deeply about the future of Lovejoy. The number of signatures demonstrates that this issue is not isolated to a handful of individuals but represents a significant and expanding segment of the community seeking answers and responsible leadership. During the July 20, 2026, City Council meeting, commitments were made to the public regarding the proposed data center. We heard those commitments, and we expect them to be honored. We are asking you to demonstrate through your actions that your commitment to transparency and protecting the interests of Lovejoy's residents is genuine. At the same time, many residents continue to have concerns regarding the transparency of actions that have already occurred in connection with this project, including discussions surrounding permitting, ordinance amendments, and the overall process leading to the consideration of this development. Since the July 20th meeting, additional information has surfaced that has caused many citizens to question whether the public has been provided with a complete and accurate understanding of the status of this project. Those concerns deserve clear answers supported by facts and public records. The public's trust can only be restored through openness, accountability, and a willingness to communicate honestly with the citizens you were elected to serve. Accordingly, we respectfully request that the City of Lovejoy and Clayton County: -Provide complete transparency regarding all aspects of the proposed data center project. -Create a dedicated Data Center Information page on the City of Lovejoy's website where residents can easily access all public information related to this proposed development. This page should be updated regularly and include, at a minimum: -Permit applications and permits issued. -Development applications and approvals. -Rezoning and ordinance proposals or amendments. -Site plans, engineering studies, traffic studies, environmental reports, and utility information that are public records. -City Council agendas, meeting minutes, presentations, and recordings. -Public hearing notices and important project timelines. -Frequently asked questions and official responses. -Contact information for residents to submit questions and comments. Publicly disclose all non-exempt records relating to the project, including applications, permits, correspondence, development agreements, memorandums of understanding, engineering reports, infrastructure studies, and communications with developers or their representatives. -Please also provide complete public disclosure regarding any financial incentives or benefits associated with the proposed Stillwater Technology Park project, including but not limited to: -Any proposed or approved tax abatements, tax incentives, tax credits, grants, or other public financial assistance offered to or from the developer or its affiliates. -Any agreements related to infrastructure improvements or the expenditure of public funds in support of this project. -Any payments, reimbursements, consulting agreements, or other financial arrangements involving the developer and any governmental entities that are subject to public disclosure. -Any campaign contributions, gifts, or financial interests that current or former elected officials or public employees are required to disclose under Georgia law and that relate to the proposed Stillwater Technology Park. -Any recusals, ethics disclosures, or conflict-of-interest disclosures made by current or former elected officials or staff regarding decisions involving the Stillwater Technology Park. -Any agreements, negotiations, or governmental actions concerning the annexation, de-annexation, rezoning, permitting, or ordinance changes affecting the property proposed for the Stillwater Technology Park. If no such incentives, financial arrangements, disclosures, or agreements exist, we respectfully request that the City and County publicly state that fact. If they do exist, we ask that they be made readily available to the public through the proposed Stillwater Technology Park information page on the City's website so residents can remain fully informed. Publish City Council meeting agendas, minutes, supporting documents, and recordings promptly so residents can remain informed. Clearly explain any ordinance amendments, zoning actions, permitting decisions, or other governmental actions that have been proposed, considered, or approved in connection with this project. Hold future discussions and decisions regarding this project in a manner fully consistent with Georgia's Open Meetings Act and ensure residents have meaningful opportunities to participate before decisions are made. Respond publicly to the concerns raised in the attached petition. Georgia's Open Meetings Act and Open Records Act exist to ensure that governmental decisions are conducted openly and that citizens have access to information concerning the business of their government. We respectfully request that all future actions related to this proposed development fully reflect not only the letter of these laws but also their spirit of openness and public accountability. Creating a centralized public information page would go a long way toward rebuilding trust between the City and its residents. Citizens should not have to rely on rumors, social media, or Open Records requests to understand what is happening in their own community. Transparency should be proactive, not reactive. This petition demonstrates that there is significant community opposition to the proposed data center and a growing desire for greater transparency from our local government. Residents are paying close attention to how this matter is handled. Many citizens have also expressed that they intend to hold elected officials accountable through the electoral process if the commitments made during the July 20, 2026, meeting are not honored. We sincerely hope that such action will not be necessary and that the City and County will instead demonstrate responsive leadership by honoring their commitments, providing complete transparency, and ensuring that the voices of Lovejoy residents remain at the center of every decision. We respectfully request: -Written acknowledgment of receipt of the attached petition. -A written response addressing the concerns raised by the community. -Information regarding the next public meeting at which this project will be discussed. -Confirmation that a dedicated public information page for the proposed data center will be established and maintained. -Confirmation that all future actions regarding this proposed development will be conducted in an open and transparent manner consistent with Georgia law. We also request that the ARC: -Include our petition and its 389 signatures in the official DRI project record. -Notification to residents of all public meetings, reviews, and comment periods related to the Stillwater Technology Park. -Consider the community's concerns regarding infrastructure, water use, power demand, traffic, environmental impacts, and consistency with regional planning goals during its review. Our community is not asking for special treatment. We are asking for honest communication, lawful governance, transparency, and respect for the citizens whose lives will be affected by this project.
