Final Call to Make an Observation to An Bórd Pleanála

Thank you and well done to all of us who have signed the petition, to all that have shared and to the many of us who have already sent an observation to An Bórd Pleanála. Special thanks to the people who spent their free time helping to build this grass roots independent community led campaign. 

Just over one week since the campaign began we have a petition with almost 1000 signatures. We have scores of people helping to deliver leaflets, hundreds making time to text and talk to friends and neighbours. 'NO HIGHRISE' posters are displayed in windows of homes and shops across our neighbourhoods.  We have developed, connections, friendships and a network that continues to grow. Our communities have come together to say loudly and clearly - NO HIGHRISE!

We are making a last call. There is still a some time left until the DEADLINE  THURSDAY 3rd FEBRUARY 5.30 p.m to lodge an observation to An Bórd Pleanála .

This is the only official way to make our voices heard so please, if you can, make some time to take this very important step.  There are easy to follow,  Step by Step instructions on how to do this at the end of this email.

We must organise and harness all of our power to protect our community and fight for proper development and the decent social and affordable housing that we so desperately need. We are up against developers who usually have the advantage and who often have political lobbyists, access to pre-planning consultation meetings, political support in government and who use tactics such as planning notices erected at Christmas holidays, that appear designed to keep our communities in the dark.

We have each other and our power is all of us standing together, with
passion, conviction and determination to ensure fairness and respect. This campaign will continue to shine a light on what is happening and what has happened. 

Here are some interesting things that were said at a pre-application meeting with An Bórd Pleanála last May, to which our communities were not invited and where we had no voice.

In relation to this high rise the developer’s side said:

‘The overshadowing cast is onto the large roundabout areas’
and that:
‘The taller elements do not cast shadows’

These comments seem to ignore the basic laws of physics. According to our calculations the early morning mid-winter sun casts a shadow almost the entire length down Parnell Street, and by late afternoon will shadow the Saint John of Gods Carmona Services school at the other side of Glenageary roundabout. At the Spring Equinox, the shadow steals the sunlight from the local estates and terraces of small cottages facing the site where many families & our elderly friend and neighbours live.

Even though the proposals include a nine storey high rise with hundreds of windows and roof gardens, minutes record that developer Keith Craddock and his team said that:

‘Any overlooking will be controlled’.

Drone photographs sent to the 'Stop The Highrise' campaign show exactly how much can be seen from the top of these buildings and we can see that peoples gardens and skylights into their homes will be overlooked, and that even from the smaller of the towers, some people's kitchen and bathroom windows are overlooked. So how does the developer propose to control overlooking? Will it be controlled by the same Wizard who takes the shadows from tall buildings? We must have a say in what is built in our community and we must where possible, take the next steps. 

Making an observation on line to an Bórd Pleanála online is the most important step you can take right now.

Here are clear guidelines to help you do that easily. 
You can lodge an objection no matter where you live. You do not need to live locally. Really important to include your home address in that process (otherwise your objection is not valid). The process might appear more difficult than it actually is. Here are the steps you need to take. And if you have any difficulty, or get stuck, please ask a friend, a neighbour, get in touch. We can all help each other.

  1. Decide what your own observations need to be. Some help with this here:

    - Overlooking and privacy - 9 storeys plus roof gardens will overlook a significant amount of people.
    - The DLRCOCO County Development Plan specifies 4 storeys as the maximum height for this site.
    - Scale, height and size of the development is excessive and would be visually intrusive and overbearing.
    - Fails to take cognisance of the scale, height and proximity of neighbouring properties.
    - Over development of the site that will seriously injure the residential amenities of future residents
    - Accommodation proposed is below standard and unsuitable for the housing and family needs of this community
    - Traffic will increase at an already dangerous junction.
    - Increase pressure on infrastructure, sewage and water.
    - Poses a risk to flooding.
    - Poses a risk to wildlife and especially birds.

    These examples are not at all exhaustive, you will have your own, or please ask friends, family and community for suggestions. If you want to see what this proposed development looks like you can see check the extra information section at the end of this message.

  2. Write your observations on a Microsoft WORD or a PDF doc.
    Again, if this is tricky, please ask for help. Most people can help you with this (particularly, our fabulous teenagers!) 

    The planning REF Number (for this HighRise) is 3123321. Be sure to save your documents using this number, naming the document as
    “312321 – YOUR NAME.doc”  or  “312321 – YOUR NAME.pdf”

    Much, much better that your observations are in your own words and not copied and pasted.

    ESSENTIAL that you Lodge your document online in plenty of time, before the deadline on Thursday February 3rd at 5.30 p.m.

  3. USING THE WEBSITE:

    Go to an Bórd Pleanála’s website     https://online.pleanala.ie/en-ie/housing/observation and get ready to upload your document. Just remember that you will need the following:

    Planning reference 312321.

    Your FULL NAME and FULL HOME Address.
    We have been told that the most common reason for a objection to be made invalid is not including your home address.

    Your bank card so you can pay the 20 euro fee.
    This is the fee that is charged by an Bórd Pleanála.

    As you know, it is vital that as many of us as possible lodge these observations, but we all know that 20e may not feasible for everyone just now. Perhaps some people could chip in together.

  4. Please keep asking your friends (and theirs), family and neighbour’s to lodge these objections. It is strongest way that we, as a community, can stand together against this threat to our community, our homes, our environment and our families. Please help each other. Please spread the word.

Everyone has a voice, everyone has a say. 

We need to knock the plans for this high-rise down and create a space where we can democratically decide what replaces it.
