Why should tuition fees economically disadvantaging our graduates globally?

We all need to answer this basic question - Why should tuition fees economically disadvantaging our graduates globally?

I see no benefit in it, in the short term or with taking the long view.  

The latest government figures, I have found, state that only 27% of graduates have paid of their loans in full.  This means 2 things to me:

1)  Wages for those 73% of graduates not paying of the loan in full are too low.

2)  The debts are too high.

Either way the system is failing the vast majority of graduates.
