STOP THE DESTRUCTION OF THE CDPAP PROGRAM

The Issue

I am urging you to take immediate action to protect New York’s Consumer Directed Personal Assistance Services (CDPAS) program, which is currently under threat due to new changes being implemented by Governor Kathy Hochul.

As you may know, the CDPAS program enables thousands of elderly, disabled, and chronically ill New Yorkers to live with dignity and independence by allowing them to hire their own caregivers and direct their own care. This model is essential for individuals who require assistance but want to maintain control over their personal care in a way that aligns with their cultural, linguistic, religious and personal needs.

Governor Hochul's administration is moving forward with measures that would significantly reduce the scope of the CDPAS program, placing it at serious risk. These changes are not only likely to reduce the quality of care but could also lead to a forced institutionalization for many of the program’s most vulnerable participants. This would counteract decades of progress in creating a more compassionate & cost-effective system that allows individuals to receive care in their homes rather than in institutional settings.

Given the essential role that CDPAS plays in the lives of so many New Yorkers, we implore CMS and members of Congress to intervene. This is a petition that has bi-partisan support with elected officials on both sides of the aisle in agreement that these changes are detrimental. 30 New York democratic senators have already signed a letter to CMS imploring immediate action. Likewise, many Republicans Congressman in New York have signed a similar letter.

Specifically, we are requesting that CMS take the following actions immediately:

1. Deny or withhold approval of any waivers or changes proposed by New York that would negatively impact the CDPAS program.

2. Conduct a thorough review of any proposed budgetary adjustments and demand an assessment of their potential impact on quality of care.

This is a critical time for the future of CDPAS and the thousands of New Yorkers who rely on the program. We urge CMS and our representatives in Congress to safeguard this essential program from budget cuts and policy changes that would erode its mission.
