Because this isn’t just a conversation anymore — Bad Planning is Spreading 

Since this petition was launched — to stop the CVRD’s Modernized Official Community Plan (Bylaw 4373) at the October 2025 Public Hearing —  residents and property owners have continued to sign. And it hasn’t stopped.

This has grown organically — neighbour to neighbour — because people are paying attention, and they’re concerned.

That’s why this update matters.

We’re not starting this back up — it never went away.

What people were worried about back then… we’re starting to see now.

The impacts are showing up in the Comprehensive Zoning Bylaw CZB - Development Permit Areas DPA and Local Area Plans LAP and in how rural, forestry, and agricultural lands and lifestyle are being treated across the region.

People are seeing:

✔️More restrictions on rural land use

✔️Policies that don’t reflect how forestry and agricultural actually works

✔️Pressure on long-standing land practices

✔️A one-size-fits-all approach to very different types of land

And just as important:

Limits on everyday things and people's dreams like small-scale food production and self sufficiency. 🐔

This hits real people, real households, and real communities.

This matters because the Cowichan Valley isn’t one thing.

It’s forests, farms, rural properties, lakefront, and small communities — all with different needs and values.

Trying to force one model across all of it, without balance, creates real risk:

Less flexibility for landowners

✔️More cost and uncertainty

✔️Pressure on forestry and agriculture

✔️And loss of local self-reliance and economic resilience

Over 685+ people originally signed this petition because something didn’t feel right.

That feeling is being backed up by what we’re seeing now.

This isn’t organized from the top down.

It’s people — paying attention — and sharing what they’re seeing.

And it’s growing.
