Petition Update – November 2025

Thank you again for your continued support and for standing with almost a thousand residents who have spoken up about the serious issues in the CVRD Modernized Official Community Plan (OCP).

A few important updates:

1. The official public hearing record is incomplete and misleading
Residents have now confirmed that the published record of the public hearing is missing submissions and misrepresents others. This undermines the integrity of the hearing and weakens the credibility of the process, especially when so many community members took the time to participate.

2. Delays have not slowed the “OCP train”
Although recent delays have offered small windows for scrutiny, they have not stopped staff and leadership and elected officials from continuing to advance Bylaw 4373. The OCP is still being pushed forward at full speed.

3. Local Area Plans are in the wings being brought forward for 1st reading adoption
Without resolving the major concerns raised about the OCP, the CVRD is now moving to adopt the Local Area Plans—despite those plans being directly tied to the policies and direction in the contested OCP.

4. Efforts to push the OCP back to 2nd reading are being blocked
A motion to rescind 2nd reading was requested by Director Morrison for this week’s Board meeting agenda. Despite clear justification and growing public pressure, the motion was not accepted into the agenda during agenda review by Chair Kate Segal.
Residents deserve a transparent explanation for this procedural barrier.

5. Staff continue to recommend “proceed as written”
Even with overwhelming objections at the public hearing—over 1,000 residents represented through multiple petitions—staff have recommended that the OCP proceed as written, without addressing the core issues raised by the community.
