We, the undersigned residents and stakeholders of Los Angeles, call on the Los Angeles City Council and the Los Angeles Department of Transportation (LADOT) to halt the closure of Bimini Place and the implementation of the Bimini Plaza project under the People St Program.

This project, which aims to close Bimini Place between 1st Street and White House Place to vehicular traffic, will have significant negative consequences for our community. We oppose the project for the following reasons:

 1. Increased Traffic and Hazards Near Schools: The closure will worsen traffic congestion near both Virgil Middle School and Rise Kohyang High School, located at the end of Bimini Place. This increased traffic will create significant safety risks for students, parents, and staff. With many children walking to and from school, forcing vehicles onto alternate routes will heighten the likelihood of accidents and endanger the safety of young pedestrians.

 2. Loss of Critical Parking: The closure of Bimini Place will result in the loss of approximately 10 parking spaces. This will exacerbate an already dire parking shortage in the neighborhood, making it even more difficult for residents, visitors, and staff of local institutions to park and navigate the area.

 3. Unnecessary Duplication of Resources: The proposed Bimini Plaza is redundant and unnecessary. The Bresee Community Center, located on Bimini Place, already serves as a hub for community engagement, youth programs, and public events. This well-established center meets the community’s needs and has been a vital resource for years. Rather than enhancing the area, the proposed plaza will disrupt access to this important facility and its surrounding neighborhood.

 4. Inadequate Community Input: While LADOT claims to have conducted public outreach, many residents and stakeholders were unaware of the project until now. The process did not adequately involve or inform the community most affected by this decision, leaving residents feeling excluded from important discussions about their neighborhood.

 5. Adverse Environmental and Traffic Impacts: Closing the street to vehicular traffic will likely increase congestion on surrounding streets, worsening traffic conditions and air quality in the area. These potential impacts, particularly near the schools, have not been sufficiently studied or addressed.

 6. Misuse of Public Funds: With an estimated project cost of $207,408, these funds could be better spent addressing pressing community needs. Improving existing infrastructure, creating alternative parking solutions, or expanding support for the Bresee Community Center, Virgil Middle School, and Rise Kohyang High School would provide more tangible benefits to the neighborhood than the proposed plaza.

We urge the City Council and LADOT to reconsider this project and work with the community to explore alternative solutions that meet our needs without causing undue harm.

We call on the Los Angeles City Council to:

 1. Immediately halt the closure of Bimini Place.

 2. Reassess the necessity and viability of the Bimini Plaza project.

 3. Conduct a thorough and transparent public consultation process to involve community members in decisions that affect them.

The presence of both Virgil Middle School and Rise Kohyang High School at the end of Bimini Place, coupled with the Bresee Community Center’s critical role, underscores the need for careful consideration of the project’s real-world impact. We must prioritize the safety and well-being of our community, particularly its children.

Nosotros, los residentes y partes interesadas de Los Ángeles que firmamos a continuación, hacemos un llamado al Ayuntamiento de Los Ángeles y al Departamento de Transporte de Los Ángeles (LADOT) para que detengan el cierre de Bimini Place y la implementación del proyecto Bimini Plaza bajo el Programa People St.

El proceso no involucró ni informó adecuadamente a la comunidad más afectada por esta decisión, lo que dejó a los residentes sintiéndose excluidos de discusiones importantes sobre su vecindario.

5. Impactos ambientales y de tráfico adversos: cerrar la calle al tráfico vehicular probablemente aumentará la congestión en las calles circundantes, empeorando las condiciones del tráfico y la calidad del aire en el área. Estos impactos potenciales, particularmente cerca de las escuelas, no se han estudiado ni abordado lo suficiente. 

6. Mal uso de fondos públicos: con un costo estimado del proyecto de $207,408, estos fondos podrían gastarse mejor para abordar las necesidades urgentes de la comunidad. Mejorar la infraestructura existente, crear soluciones de estacionamiento alternativas o ampliar el apoyo para el Centro Comunitario Bresee, la Escuela Secundaria Virgil y la Escuela Secundaria Rise Kohyang brindaría beneficios más tangibles al vecindario que la plaza propuesta.
