Stop the City from ignoring lead, mercury, arsenic, methane - 21 Windermere, Swansea Mews

Severe Contamination Found
Lead: 30 times the legal residential safety limit.
Toxins: Mercury, arsenic, cadmium, and methane exceed provincial thresholds.
Proof: Confirmed by Toronto Community Housing Corporation (TCHC) lab contractors.
Procedural Failures and Cover-Ups
Concealed Data: City adopted a motion to build 35 and 20 storey as well as 10 storey 'boxed in compound' scheme without disclosing contamination to the Planning Committee. It was rubber stamped by Council as reported in the Toronto Star.
Investigation: The Ontario Provincial Government opened an official investigation into the approval process: Case 357-2026-1214. The City has been asked for the missing National Heritage Impact Study, and the missing Stage 2 report that the Council mandated as required for the site to review ALL built forms, funding mechanisms and Community Impacts.
Double Standards: Council unanimously deferred a smaller, less contaminated site four weeks later without debate.
No Safety Clearance: No Record of Site Condition (RSC) has been filed to prove the land is safe. This is unacceptable by any measure.
Displaced Families: 108 displaced Swansea Mews families are being denied a safer, faster, cheaper housing alternative. They have been denied knowledge of it, as was Council, which would have been exposed via the Stage 2 report which has been requested of the Housing Secretariat.
We demand that the City of Toronto immediately halt all construction plans for this site until:
Full Disclosure: The complete environmental findings are presented transparently to the Planning Committee and the public.
Legal Compliance: A formal Record of Site Condition (RSC) is lawfully filed and verified.
Alternative Hearing: The safer, faster, and more cost-effective alternative site is given a fair public hearing.
