Why the new bill?
The new bill (A.07208) is likely what the Assembly counsel is comfortable moving forward with (for the sake of defending the bill if passes, getting relevant AMs and leadership on board). What has changed functionally is the scope of the bill: instead of state waterways the focus is on the Hudson River, the discharges now are narrowly focused on waste related to the decommissioning of a nuclear power plant, the initial fines imposed are a little bit higher--
The upshot here is this bill still makes it illegal for Holtec to dump its radioactive waste into the Hudson River and moving this bill forward is a crucial part of the strategy to delay and ultimately stop Holtec from doing so.
