Existing taxpayers cover about 1% - CRD New Water Infrastructure
ALERT / CLARIFICATION
We received a call from a concerned taxpayer who closely follows CRD Water Commission meetings and deliberations. They raised concerns that the widely reported “99% paid by new development / 1% by existing taxpayers” framing may oversimplify what is actually being discussed and could vastly understate future costs to residents.
Specifically, they pointed to past CRD and consultant (Urban Systems) analyses that, in earlier stages, discussed allocating a much smaller portion of major infrastructure costs to new development, with a larger share borne by existing users.

The Capital Regional District (CRD) has approved a new water infrastructure development charge to fund nearly $2 billion in upgrades tied to climate change and population growth.
Starting April 2027, new housing will be charged roughly $5,100 per apartment, $7,900 per townhome, and $9,000 per single-family home, covering 99% of the cost.
Existing taxpayers cover about 1% (approximately $20 million and numbers we crunched)
While framed as a regional decision, Sooke pays into the CRD, and CRD costs are reflected in what Sooke residents ultimately pay along with the village taxes and fees. That’s why keeping a close eye on CRD spending, and how those costs flow down to our community, matters to Sooke taxpayers.
Sooke Councillor Kevin Pearson voted NO on this proposal, raising concerns about how quickly and heavily costs are being shifted.
