Friends and neighbors, we warned that Bill 18 was designed to silence us. Now, we are seeing exactly how they plan to do it.
As we approach the end of 2025, the City of Vancouver is rushing to finalize the single City-Wide Official Development Plan (ODP) by June 2026. This is not just paperwork. This is the "lock."
Why This Matters Right Now
Under Bill 18, the Province has prohibited City Council from holding public hearings for housing projects that fit this new ODP.
• The Trap: Once this city-wide plan is passed, your right to speak on individual rezonings in your neighborhood vanishes.
• The Lie: They tell us we can give input on the "general plan" now. But how can we comment on a broad map when we don't know how it will destroy the character of our specific blocks until the bulldozers arrive?
They Are ignoring the Neighborhoods
Groups like the Coalition of Vancouver Neighbourhoods and residents across the city are pointing out that this "one-size-fits-all" approach ignores local area plans that we spent years building. We are seeing other municipalities, like West Vancouver, pushing back against provincial overreach. Vancouver must do the same.
Our Democracy is at Stake
This isn't just about zoning; it’s about whether citizens have a right to a voice in their own city. If we let this ODP pass without a fight, we are accepting that developers and provincial mandates matter more than the people who actually live here.

1. Don't let them hide the ODP: The draft plan is up for review right now. We need bodies at every consultation meeting.
