STOP RE-ZONING AMENDMENTS - 1065 PARAMOUNT DRIVE

The Issue

The goal of this petition is to prevent a developer from re-zoning the vacant lot at 1065 Paramount Drive to HIGH-DENSITY. This is the empty lot across from the daycare center and adjacent to Billy Green and St. Paul elementary schools.

Arcadis / IBI Group have proposed 187 residential units per hectare on this property compared to 21 residential units per hectare approved in a nearby development. This is a grotesque proposal that should never see the light of day. They are trying to shove a High-Density Urban plan into a Low-Density Suburb that does not fit the requirements at all for High-Density. The developer is looking to build an 8 story apartment containing 181 dwelling units along with 123 stacked town houses. This is a total of 304 new dwellings on a lot that is only 1.63 hectares in size.

Everyone in our community will be adversely affected by this development, especially the children going to and from Billy Green and St. Paul schools.

There are several major concerns with this change, outlined below in point form that were gathered from hundreds of neighbours that were invited to the community meeting. 

  • This property is in the middle of a low density suburb and does not lend itself to high-density planning. These new residents will not be walking/riding/taking transit to work as the planner suggests. They will be driving and will need adequate parking, which isn't provided for in the current plan.
  • Traffic for this area is already severely bottlenecked. This will add even more stress and travel time to existing residents and will increase traffic, speeding, and volume through our streets - making it more dangerous for everyone. Mud Street, the Red Hill and the Lincoln Alexander will be extremely congested going to and coming home from work.
  • Parking in the existing area is minimal and at a premium. Overflow from these units will impact neighbouring streets and Billy Green's parking lot.
  • Potentially hundreds of additional students will need to be accommodated at both Both Billy Green and St. Paul schools.
  • The infrastructure is not here to accommodate this many more dwellings.
  • The apartment will tower over the neighbourhood, removing privacy and sunlight for immediate neighbours --- this is completely out of character for the entire community. The conceptual drawings that were provided do not appear to properly show the minimal space available between the apartment and the Kindergarten playground at Billy Green. 
  • Crime will potentially increase - there are already numerous break-ins to vehicles in the neighbourhood - this many more dwellings stands to increase that crime rate.
  • The amount of noise coming from 304 new dwellings along with all the vehicles will be heard over the entire neighbourhood. The latest addition of roof-top balcony's will compound the problem immensely.
  • Blasting for underground parking will more than likely affect all adjacent foundations, including Billy Green and St. Paul, leading to time-consuming law suits.
  • The concept drawings show no green space in the new development at all, forcing everyone to use the playgrounds presently used by both schools.

While we understand the need in this city to build “up and not out” - existing residents have major concerns with this rezoning and prospective build. This development is not in the best interest of our community and will create serious safety concerns for elementary students; bring traffic to a standstill on the Red Hill / LINC due to 800+ additional cars; increase air pollution and waste fuel sitting in traffic as the infrastructure is not designed to handle that many more cars.
