Stop Police Misconduct

The Issue

I DeArtae J Rice Sr. stand before you today as a victim of a grave injustice, framed by a police officer who planted drugs in my residence,lied about me forcing my youngest child to hold an automatic weapon & overall slandering my character.This nightmare began in 2023 when law enforcement officials from The Monroe Police Department, acting on false information, raided my home. To my utter shock and disbelief, they claimed to have discovered illegal substances, which I had never seen before in my life. It became clear to me that these drugs had been deliberately placed in my home, transforming an innocent person into a suspect of a heinous crime.

 


The implications of this setup are devastating, not only for me but also for my family. My reputation, built over years of hard work and integrity, has been irreparably tarnished. The community that once looked up to me with respect now views me with suspicion. This ordeal has inflicted unimaginable emotional and psychological distress, casting a shadow over every aspect of my life. I am left grappling with the reality that those entrusted to protect and serve could so egregiously violate their duty.

 


As I navigate this harrowing experience, I am resolute in my determination to prove my innocence. The actions of this rogue officer not only violate my rights but also undermine the very foundation of our justice system. I am committed to seeking the truth and exposing this egregious misconduct. This fight is not just for my vindication but for the restoration of faith in our legal system, ensuring that no one else falls victim to such a gross miscarriage of justice.

 

Over the past month of October 2023,Detective Anthony Cowan, of The Monroe Police Department Metro Narcotics Division in Monroe,La.had been receiving information that I, DeArtae Rice Sr. had been selling narcotics from said address of 3— G——St. Monroe,La.71203.During his investigation, Cowan also “claimed” to have receive information from a confidential source that was later to be identified as my 8 year old son Rajun had been exposed to narcotics inside of my residence.

 


On 10-23-23 my oldest sons mother  made a call to the Monroe Police Department about a threat that was made towards my life by an individual that was present at my home.Upon police arrival,the complaint was totally overlooked & Detective Anthony Cowan proceeded to investigate his own complaint.Under Miranda, I admitted to selling narcotics in the past and consented to a search of my residence.

 


While searching,Detective Cowan didn’t find any drugs in the location that he stated to me, but he ended up locating a small green backpack inside of an empty room inside of my residence that was painted there by his “CONFIDENTIAL SOURCE” & I have documentation of that also,& also upon searching the following were found a .32 Cal handgun, a .22 Cal handgun, & approximately  5 different bags of marijuana (approx. 112 Grams) in which Detective Cowan only showed me two bags & I stated to him that they weren’t mine & that he could do a fingerprint test but he never got around to doing so.

 


While searching the residence my youngest son was present & Detective Cowan, without any adult supervision stated that he was told by an 8 year old child that he was told to hold a gun and repeat the phrase “FUCK MY MAMA” Detective Cowan stated that my son advised him that he was recorded making this comment.Detective Cowan, also states that he was advised that my son advised him that he located marijuana inside of the kitchen while trying to locate food to eat.Detective Cowan stated that child protective services “SHOULD” be called out to my residence,I stated that they should be involved, but Detective Cowan never got them involved as he should have being that a child had been as "he says” was exposed to narcotics & weapons.

 


My camera equipment was seized,5 cameras to be exact to which were returned today 10/31/2023 because no evidence of wrong doing had occurred.The weapons found were heir property belonging to my grandfather’s estate as  well as the residence and with heir property. 

 


Section 4. of the Louisiana State Legislature states that (A) Every person has the right to acquire, own, control, use, enjoy, protect, and dispose of private property. This right is subject to reasonable statutory restrictions and the reasonable exercise of the police power.I was charged with child endangerment,I lost my jobs weeks wages, and my dog passed away due to starvation because Detective Cowan wouldn’t allow me to retrieve my phone as he should have in the first place since Im a “drug dealer” as he states in his report.

 

Detective Cowan ultimately plotted on me, but it ultimately it all ended up being a complete waste of time because again he didn’t see this through & he acted out of total emotion, & I have all the documentation to prove so in a court of law.The Constitution, through the Fourth Amendment, protects people like myself from unreasonable searches and seizures by the government.My rights were completely violated by this overly emotional human being, who took an oath to protect & serve.

 


In my personal opinion, Detective Anthony Cowan doesn’t need to be a police officer because for one, if I recorded my son doing what was said in that disgusting & humiliating report, he should have first off called CHILD PROTECTIVE SERVICES, confiscated any and all video equipment, not leave it at said residence because at that point tampering or anything could occur when blunders like that are made by the ones who agreed to protect & serve.

 


My entire life has been altered since this event occurred at this point Im in fear for my life.I will be following up with the attorney general in Baton Rouge,La. on this matter with more information, but, until then thank you,I appreciate your time & I look pray this injustice stops for all our sakes.
