STOP MEDICAL NEGLECT! @ WARREN COUNTY JAIL -- Bowling Green, KY! MODERN DAY PAPILLON . . .

The Issue

I have been investigating the Warren County Jail in Bowling Green, Kentucky for over a  year now. During this time I have discovered a PLETHORA of cases of MEDICAL NEGLECT, alleged sexual misconduct and claims of retaliation. The DIRE SITUATION these HUMANS are finding themselves in, reminds me of the movie "PAPILLON." Both MEN & WOMEN are being drastically affected by the alleged medical neglect and maltreatment by JAIL STAFF and their contracted medical companies that they have hired. At the beginning of my investigation, Southern Health Partners (based out of Chattanooga, TN) was the hired medical company that handled the mental health and medical necessities of inmates. I have since learned that Southern Health Partners no longer is the medical provider at this jail. A new company has 'moved' in, and from what I have learned is no better than the last one. This new company is called, Comprehensive Correctional Care and is based out of Benton, KY. 

***I have TESTIMONIALS of many men & women submitting MEDICAL REQUESTS for legitimate medical concerns; and they have reportedly been IGNORED, MOCKED, DENIED proper care and/or some feel they have been retaliated against and are quite often afraid to speak out.

I will be sharing some of these people's stories on this petition regularly until there are drastic improvements within this facility. Some complaints have made it to the Supreme Court level, but are generally dismissed for a minor technicality due to a lack of legal resources. Many of these inmates have had to represent themselves and lose their cases, receiving no justice!

Jailer Steve Harmon, has a lot to do with the insolent oversight of the inmates medical needs. At the beginning of my investigation, I thought that if I reached out to Jailer Steve Harmon via Email & Phone, that he might reach out to me in kind. However, just like the inmates, I was ignored as well under the precipice of HIPPA violation ( I didn't ask him for inmate information only to act on their behalf) or another excuse useful in ignoring this issue is that I do NOT live within the confines of the Kentucky border and therefore he denied an ROI from me. Therefore, I have been left with NO CHOICE other than to create this petition in order to draw attention to the PAIN & SUFFERING of these inmates behind bars. 

Some may feel that if you do the crime -- you do the time. The problem is that many of these people have not been declared guilty yet and although Kentucky has a 'SPEEDY TRIAL' law, this law is not specific enough and many people are STUCK IN THIS PRISON OF A JAIL for an exaggerated period of time. While many sit for months on end, waiting for their turn in court that could have typically been handled in a week or two . . . they lose their homes, jobs, and in many cases their children. There are new motions to clarify WHAT A SPEEDY TRIAL should mean, but so far it has  NOT happened YET.

This has led to the problem of OVERCROWDED JAILS, that is draining tax payers money, decreasing the amount of employees the economy needs and puts many at risk of being trafficked upon release. As you can see this is somewhat complicated, but this petition is PRIMARILY about the POOR MEDICAL CARE and subsequent SUFFERING of men and women. 

I am DEMANDING that a THOROUGH INVESTIGATION be done by the US Government into the deliberate oversight of inmates medical needs via the Kentucky Department of Corrections, the Jailer, jail employees, the City of Bowling Green, and contracted medical providers. I would like to see these men and women get the medical care they deserve.
