I must advise you that your petition cannot be accepted under the petition scheme. The licencing authority cannot consider a petition as the Licensing Act 2003 makes provision for responsible authorities and other persons to apply for a review of a premises licence where evidence indicates that activities at a licensed premises are undermining one or more of the licensing objectives; the objectives are:
The prevention of crime and disorder. (Please note that the Licensing Act Statutory Guidance states that licensing authorities should regard the police as the relevant experts in relation to crime and disorder.)
Public safety
The prevention of public nuisance
The protection of children from harm.
 
The conditions of a licence can only be changed by Licensing Sub-Committee following a hearing, if an application for review of the premises licence is received.
