

Sadly we don’t think the County is willing to intervene because a past Planning Director actually signed an agreement that this property is considered apart of. They need to be called out for their deception of the Public. Back in august when over 15+ testified against this development. Despite our please planning approves claiming it was only a “map subdivision approval”. They never disclosed the agreement that has been in place since 2003, they never disclosed to the public that by granting the tentative approval this developer could go then apply and receive grading and grabbing permits.
This agreement was made on Xmas eve in 03 by Ian Costa (stepped down from planning because FBI investigation) and agreement was OK’d by Laurel Loo then County Attorney who now Legally Represents this developer! She had inside knowledge of this before developer purchased property, obviously as she is the then Kauai County Attorney who OK’d the agreement!
We have been voicing concern since DEC 2020, nothing has been done!

This property has multiple caves, lava tubes and water ways beneath this property. It contains multiple burial caverns and 2 endangered species, Koloa Cave Spider and Koloa Cave Amphipod. Hal Hammet and Cultural Surveys never conducted a legitimate survey.
We have walked this property with the developer, DLNR and SHPD. The Kauai Island Burial Specialist own mother manages this property. Multiple burial claims have been filed and denied.
Meridian Pacific Ltd. really felt the need to contract and hire an off duty KPD officer to “keep the peace” at their Blessing and Ceremony they already know this is wrong. And everyone involved should be ashamed of themselves, show up to bless a property only because they pay them.
Housing crisis is at an all time high and the County is allowing hundreds of new Multi Million Dollar condos to be built.... The former County Housing Director who quit her job with the COK last year for these developers.
THIS LAND IS CULTURALLY SIGNIFICANT, A BURIAL SITE, AND CRITICAL HABITAT FOR 2 ENDANGERED SPECIES.
Kiahuna Cave/lava tube - the burials we are voicing concern were once accessed from this cave entrance, much of the lava tubes have collapsed as they built roads and homes directly over them. County has approved hundreds of condos 50ft from here.
3 similar caves directly across the street in Wainani subdivision are documented as being “destroyed and collapsed”
This cave has had multiple request to also be collapsed.
Koloa Cave Ecosystem is considered to be one of the 10 most critically endangered cave systems in the world. But some how 50ft from here is the proposed 282 multi million dollar condos “Kauanoe O Koloa”
Both the Kaua‘i cave wolf spider and the Kaua‘i amphipod are found only in the Koloa area of Kaua‘i. They occur in the Koloa-Poipu underground cave ecosystem, these two species are only to be in found in less then a dozen caves and lava tubes.
Both of these cave animals are threatened by habitat destruction due to construction and unsuitable pesticide use. If the caves cracks or voids are drafty or exposed to drying conditions the cave animals will retreat, if possible, to more suitable habitats.
The will not only loose more critical habitat but are also at risk of becoming completely extinct due to habitat loss.
April 9, 2003, the USFWS designated 272 acresin southern Kauai as critical habitat. One year earlier, the agency had proposed that 4,193 acres should be designated as critical habitat, but changed the proposal because it would have been very costly to private landowners in Hawaii.
The Koloa lava tubes of Kauai and their associated endangered fauna were identified as one of the ten most endangered cave communities in the world (Tongvig and Mylroie, in litt. 1998; Belson 1999)
