Stop immediate feeding ban and reduce feed slowly

The Issue

The government has banned pigeon feeding in Mumbai. The result? Pigeons are starving on roadsides. This is sheer animal cruelty. We understand that these creatures do pose a health risk to some communities but suddenly stopping the feed by reliable sources is an act of betrayal for the birds. Instead of directly stopping the feeding, this petition aims to gradually phase it out in steps. Smaller quantities will be allowed every year until we hit 0. This gives the birds time to adjust to the changes so that their reproduction rate falls rather than being starved immediately. They will have time to adjust their population to the lower feeding quantities, resulting in a more humane approach to stop the mess.

The plan (per feeder) :- incremental changes

Year 1:  1.2 kg limit

6 months later: 1 kg limit

Year 2: 1/2 kg limit

6 months later: 750 grams limit

Year 3: 500 grams limit

6 months later: 250 grams limit

Year 4: 100 grams limit

6 months later: 50 grams limit

Year 5: 25 grams limit

6 months later: 15 grams

Year 6: 5 grams limit

6 months later: Feeding ends completely.

Birds have had the chance to migrate and reduce their numbers. Every big change takes time, effort and small steps. Hurrying the ban will only be an act of cruelty for the birds and they will die in large numbers.

A goverment police guard could be installed at all the major feeding spots, or Kabutarkhanaas, to monitor the plan being followed. A fine of 1000 rupees can be charged in penalty for overfeeding.
