Texas has a very different paradigm from the majority of us in Hawai`i. We DO NOT want to put our feral hogs on our endangered species list.
It does not appear from what I've seen so far, that Texas views wild boar as a food source in the same way that we do, but more in the manner of how you would treat an overpopulation of rats.
Also note that they RECOMMEND the proper feeders in order to keep other animals safe, but it is and OPTION! If I'm a farmer or average homeowner with a hog problem, and I can't afford the feeder, I can still purchase the feed and throw it all over my property, with no regard for control.
AVERAGE people can walk into any feed store that carries this stuff, and use it how they choose to!
