Partial good news… More action is needed before Tuesday 8-01-2023

Green Bay city council meeting update

It’s not over yet! There is one more meeting before a final vote. The final vote will occur next week on Tuesday at 6 PM. You are welcome to come speak at the “Common Council” meeting. 

Here are some of the main takeaways: 

✅ The city agreed not to prohibit areas of the body as long as they are included in our state license scope of practice. Glutes are back!!

✅ The new proposed massage ordinance do not apply to mobile massage therapy. It’s excluded in its entirety. Hotels, events, etc would all be accepteable even after hours as long as we are conducting business as mobile practice and not at an office/establishment. 

✅ Only one establishment license is required per lease. We need more clarification on this one but they reported that Subleaser‘s would not need to obtain an establishment license. So if you are the main tenant on a lease and you rent out your rooms, then just one establishment license is required. 

✅ The fee was reduced to $75 annually. 


However, it’s not over yet. This seems like a win right? Why am I upset still? 

❌ Green Bay city Council is attempting to regulate massage therapy under establishment ordinances to limit people illegally and fraudulently claiming to be a massage therapists and providing illicit services. And that my friends, is by their own admission as evidence of in person news interviews, written responses and in person this evening. 

❌ Massage therapist in Greenbay are facing arbitrary rulings on our profession and discriminating against us with a pretty offensive bias. 

❌ The new proposed ordinance is a duplicate to our state license. The language in our state license was worded that way to protect us and to prevent harmful stereotypes and undue burden imposed upon us.

Moving forward

-The committee encouraged us to bring our concerns to the final meeting. They also said that at any time even after it’s final, they can strike out certain aspects that are no longer appropriate for the ordinance. When it is over, it isn’t over… we can always appeal. 

-The committee overall said they have been working for years on a way to reduce illicit massage parlors from opening up. I offered one simple suggestion to reduce prevalence and that’s when they offered me the helpful information listed above.

- I propose a LMT meeting of the minds. Thinking of solutions where the city can keep track of who is working at which establishment. This will weed out people who aren’t reporting to the city. And the city can then follow procedure to investigate why they aren’t reporting. We need a long term resolution otherwise every single city will do the same thing. State licenses should have eliminated this issue.
