Hello:

In our effort to STOP Elon Musk or Tesla (or any company) from releasing HUMANOID ROBOTS, an inevitable - and more important - concern arises: how do we implement modern tech intelligently?

As it happens, numerous laws to regulate the implementation of modern tech have popped up in states across the US. These laws can be seen laid out in detail at BrightMine.com (link to list here). Some laws prohibit the US of AI for employee recruitment - others stipulate that employers using automated decision making tools must provide various opt-out clauses in agreements and risk assessments, etc. 

While government regulation may not be the solution to every problem - and often come with their own set of issues - it is at least interesting to see that state and local governments are hitting up against and addressing various issues with these new tools.
