Stop Discriminating Against Cash Users — Support the Payment Choice Act
The Issue
Cash is still legal currency in the United States—but millions of Americans are being denied the right to use it.
Across the country, a growing number of stores are going cashless. This trend shuts out the millions of people who rely on paper currency—especially those without access to bank accounts, credit cards, or smartphones. It’s not just unfair. It’s discriminatory.
That’s why Congress must pass the Payment Choice Act of 2025—a bipartisan bill that would require brick-and-mortar retailers to accept cash for in-person purchases up to $500.
The bill would ban pricing discrimination against customers who pay with cash and protect the basic right to use U.S. dollars for everyday transactions.
Cash use isn’t going away. According to Pew Research, 14% of Americans use cash for nearly all of their purchases. That includes low-income families, elderly residents, rural communities, and people who value the privacy, resilience, and freedom that cash provides.
This bill doesn’t ban digital payments. It just guarantees that if you’re open for business in America, you have to take American dollars.
We call on Congress to immediately pass the Payment Choice Act of 2025 and stand up for consumer rights, financial inclusion, and basic fairness.
No one should be turned away from buying groceries, medicine, or transportation simply because they don’t own a card or a phone.
