Stop Commercial Traffic through residential sections E. Magnolia Dr. in Tallahassee Fl.

Stop Commercial Traffic through residential sections E. Magnolia Dr. in Tallahassee Fl.
The Issue
We are not raising money for this simply signatures and names.
Me and my neighbors are greatly impacted by commercial traffic through our neighborhood all hours of the day and night. Local law enforcement knows there is a problem but only put someone on duty for a few hours after being notified. The information we were advised of was that 3 people an hour where pulled over speeding 15 miles over the speed limit of 35 miles per hour residential area. This is super dangerous and disruptively loud
I never thought I would end up to be the guy that's complaining about traffic through my neighborhood but I now totally empathize with anyone who may be going through something similar. I can't help but wonder is this "Gentrification" . Large trucks speed through my neighborhood all hours of the night between South Meridian St. and Azalea Dr. on E Magnolia.
I've researched this road and found it seems to be mislabeled as a major collector. Well to be fair it describes characteristics of a major and minor collector however more so a minor collector in this parts of Magnolia Drive between Azalea Dr. and S. Meridian St. with residential homes on both sides of the street. In case you are curious as to where I am referencing this from this is the most recent information I could find produced by my county on Major and Minor Collectors from Leon County. https://cms.leoncountyfl.gov/Portals/0/growth/environmentalservices/docs/Driveway%20Manual%205-12-16.pdf
I wrote my local leadership and commissioners and the response I got back wasn't very helpful and was from a no reply email address.
"A Major Collector is defined as a street that that channels traffic between arterials, from other collector streets to the arterial system, and from a major activity center to the arterial street system. Magnolia Drive is classified as a major collector as it connects two principle arterial roads, Monroe Street and Apalachee Parkway. Furthermore, Magnolia Drive also channels traffic from Jim Lee Road (Major Collector), Seminole Drive (Minor Collector), and Circle Drive (Minor Collector) to both Apalachee Parkway and Monroe Street.
Magnolia Drive is not a residential road, nor is it internal to a subdivision. Magnolia Drive being classified as a Major Collector is correct. As such, Magnolia Drive is expected to have all types of traffic, including semi-trucks. "
My issue with this referenced arterial connector is that this isn't the only connection of these two roads. This response is missing important information about these two major collectors as Monroe Street and Apalachee Parkway also connect directly. The South City and Indian Head neighborhood isn't the only way both these roads can connect. They connect with a large major connector around the city called Capital Circle. Both of these other options do not have residential homes on both sides with people sleeping at night and speed limits not enforced. This road is in between three neighborhoods so it will take the voices of multiple neighborhoods to make the speeding commercial traffic stop.
For now I'm here trying to gather voices who care about this issue however if you ask me this seems to clearly be disturbing the peace.
Not a week goes by I don't see a dead animal on this road or am disturbed while sleeping, I know all my neighbors residing in my neighborhood all have issues sleeping because of this and feel this violates Florida Statutes 877.03

We want to propose a few solutions.
1) change the classification to a minor collector so that will accurately reflect a residential area.
2) Ban 18 wheeler Semi Trucks from driving through this area of Magnolia drive.
3) Add traffic calming forcing traffic to Orange Ave and Blairstone rd. and Capital Circle all two lane roads equipped for this traffic.
