You'll Own Nothing and You Will be Happy Agenda 2030/digital ID

Jane ScharfOttawa, Canada

🙏 THE LORD’S DAY REFLECTION — SEPTEMBER 20, 2026
“YOU’LL OWN NOTHING”: IS THAT GOD’S WILL — OR THE OPPOSITE OF WHAT SCRIPTURE TEACHES?
In 2016, the World Economic Forum published a series of discussions about what life could look like by 2030.
When the different pieces are put together, they raise a fundamental question about ownership, dependence, identity, money and control.
WHAT WAS BEING CONTEMPLATED FOR 2030?
1. PEOPLE MOVING AWAY FROM OWNING HOUSES AND CARS
The WEF article “Is this how we’ll make things in 2030?” discussed the idea that younger generations might no longer want to own major things such as houses and cars in the same way their parents and grandparents did.
Full WEF URL:
https://www.weforum.org/stories/emerging-technologies/is-this-how-well-make-things-in-2030/
The significance is enormous.
Instead of:
OWN THE HOUSE
you increasingly:
PAY FOR HOUSING AS A SERVICE.
Instead of:
OWN THE CAR
you increasingly:
PAY FOR TRANSPORTATION AS A SERVICE.
Instead of owning an asset and deciding when and how you use it:
YOU PAY FOR ACCESS.
Someone still owns the house.
Someone still owns the vehicle.
Someone still owns the infrastructure.
The question is:
WHO OWNS IT — AND WHO CONTROLS YOUR ACCESS TO IT?

2. TRANSPORTATION BECOMES A SERVICE
The WEF-published article:
“Goodbye car ownership, hello clean air: welcome to the future of transport”
described shared autonomous transportation in which individual ownership could be replaced by access to transportation when required.
Full WEF URL:
https://www.weforum.org/stories/2016/12/goodbye-car-ownership-hello-clean-air-this-is-the-future-of-transport/

3. DIGITAL IDENTITY IDENTIFIES THE PERSON
That transportation scenario also discussed blockchain-enabled identity.
The system could establish information including:
WHO YOU ARE
YOUR AGE
YOUR INSURANCE
YOUR ABILITY TO PAY

4. DIGITAL ACCESS DETERMINES WHETHER YOU CAN USE THE SERVICE
The same discussion contemplated digital access tokens.
Once ownership is replaced by services, access becomes everything.
If you own your car, you possess the car.
If transportation is a service, you require access to the service.
If you own your house, you possess the house.
If housing becomes primarily a service, you require continued access to housing.
That creates an entirely different relationship between the individual and whoever operates the system.

5. DIGITAL WALLETS PAY FOR THE SERVICE
The WEF-published transportation scenario also contemplated blockchain-enabled digital wallets and automated payments.
Now the pieces can operate together:
IDENTITY

AUTHORIZATION

ACCESS

SERVICE

PAYMENT

6. OWNERSHIP AND ACCESS CAN BECOME TOKENIZED
The article contemplated digital tokens representing ownership interests and rights of access.
Ownership could be fractional.
Access could be digitally represented.
Transactions could be automated.

7. EVEN “OWNERLESS” TRANSPORTATION WAS CONTEMPLATED
The WEF-published article went so far as to contemplate:
“OWNERLESS” TRANSPORTATION
with increasingly autonomous vehicles making economic decisions through algorithms.

NOW LOOK AT WHAT CANADA IS BUILDING
Canada calls it:
DIGITAL PUBLIC INFRASTRUCTURE
The Canadian Digital Service identifies three fundamental building blocks:
DIGITAL IDENTITY
DIGITAL PAYMENTS
DATA EXCHANGE
Its own explanation says digital identity systems can provide access to banking, government benefits and other services.
It describes payment systems capable of government-to-person transfers.
It describes data-exchange systems enabling interoperable information flows between the public and private sectors.

CANADA IS BRINGING GOVERNMENT SERVICES UNDER A COMMON DIGITAL DOOR
CanadaLogin is designed to allow a person to prove their identity once to access Government of Canada services.
The government’s own description says:
“ONE FRONT DOOR AND ONE PROFILE.”
It also describes a:
“TELL-US-ONCE”
approach so people don’t have to repeatedly provide the same information to different government services.
Full Government of Canada URL:
https://www.canada.ca/en/government/system/digital-government/digital-government-innovations/digital-credentials.html
Canada’s Digital Ambition also expressly discusses:
REUSING DATA
EXCHANGING DATA WITHIN GOVERNMENT
COMMON DIGITAL COMPONENTS
INTEROPERABILITY ACROSS SERVICES
A COMMON WAY TO PROVE IDENTITY
DIGITAL CREDENTIAL SHARING
Full Government of Canada URL:
https://www.canada.ca/en/government/system/digital-government/canada-digital-ambition/canada-digital-ambition-2023-24.html
And in 2026, the Canadian Digital Service said Canada was moving from separate IT projects toward national digital infrastructure.
It specifically identified work involving:
CANADALOGIN
DIGITAL CREDENTIALS
PAYMENTS
DATA EXCHANGE
and ePAYROLL, which is intended to securely share payroll and employment information.

BUT THERE IS STILL A MAJOR PIECE
You can build digital identity.
You can build digital credentials.
You can build data exchange.
You can build digital payments.
You can build a common government login.
You can build payroll-data exchange.
But what nationwide government program could connect the individual to income and the goods and services required for everyday life?
THIS IS WHERE BILL S-206 AND BILL C-253 BECOME SO IMPORTANT.

S-206: ALL PERSONS OVER 17 IN CANADA
The official parliamentary summary of Bill S-206 says the legislation requires development of a national framework:
“TO PROVIDE ALL PERSONS OVER THE AGE OF 17 IN CANADA WITH ACCESS TO A GUARANTEED LIVABLE BASIC INCOME.”
This isn’t limited to existing welfare recipients.
It isn’t limited to seniors.
It isn’t limited to unemployed people.
The framework has:
POPULATION-WIDE SCOPE FOR PERSONS OVER 17.
Full Parliament URL:
https://www.parl.ca/legisinfo/en/bill/45-1/s-206

C-253 DOES THE SAME THING
The official parliamentary summary of C-253 likewise says:
“ALL PERSONS OVER THE AGE OF 17 IN CANADA”
would have access to the proposed guaranteed livable basic income.
The bill expressly includes temporary workers, permanent residents and refugee claimants.
Full Parliament text:
https://www.parl.ca/Content/Bills/451/Private/C-253/C-253_1/C-253_1.PDF

AND THE FRAMEWORK IS CONNECTED TO THE NECESSITIES OF LIFE
The proposed framework is not simply about choosing an arbitrary dollar amount.
It requires consideration of the:
“GOODS AND SERVICES NECESSARY FOR A DIGNIFIED AND HEALTHY LIFE”
and their cost in different regions.
That means the framework expressly connects income with the ability to obtain the goods and services necessary for living.

NOW PUT ALL THE PIECES TOGETHER
This is the concern.
The pieces are being developed separately:
DIGITAL IDENTITY
Who are you?

DIGITAL CREDENTIALS
How do you prove who you are and your eligibility?

ONE FRONT DOOR / ONE PROFILE
How do you interact with government services?

DATA EXCHANGE
How can information move between connected systems?

ePAYROLL / EMPLOYMENT INFORMATION
What employment and payroll information is available to participating government systems?

S-206 / C-253
A nationwide guaranteed-income framework covering all persons over 17 in Canada.

DIGITAL PAYMENTS
How can government-to-person payments be delivered?

GOODS AND SERVICES
What income is considered necessary to obtain life’s necessities?

THAT IS WHY S-206 AND C-253 MATTER TO THE BIGGER PICTURE
The bills do not themselves contain every technical component of a digital identity system.
Those components are being developed elsewhere.
And that is precisely the point.
THE PIECES DO NOT HAVE TO BE WRITTEN INTO ONE BILL TO BE CAPABLE OF OPERATING TOGETHER.
The Government of Canada’s own DPI documents describe identity, payments and data exchange as infrastructure intended to support interoperable digital applications and services.
S-206 and C-253 would add something different:
A NATIONAL INCOME FRAMEWORK WITH POPULATION-WIDE SCOPE FOR EVERYONE OVER 17.
That creates the critical question Canadians should be asking:
IF THAT NATIONAL PROGRAM IS EVENTUALLY IMPLEMENTED THROUGH THE DIGITAL INFRASTRUCTURE CANADA IS BUILDING, WHAT INFORMATION WOULD HAVE TO BE ASSOCIATED WITH EACH PERSON TO IDENTIFY THEM, DETERMINE ELIGIBILITY, COORDINATE BENEFITS AND MAKE PAYMENTS?
S-206 and C-253 do not presently say that government may collect everybody’s individual shopping history, nor do they themselves create a China-style social-credit system.
But the architecture deserves scrutiny precisely because the government’s digital strategy already contemplates identity, reusable data, employment/payroll information, benefits, payments and public/private data exchange.

NOW RETURN TO THE 2030 MODEL
If increasingly you:
DON’T OWN THE HOUSE — YOU PAY FOR HOUSING.
DON’T OWN THE CAR — YOU PAY FOR TRANSPORTATION.
DON’T OWN THE ASSET — YOU PAY FOR ACCESS.
then access to essential goods and services becomes increasingly dependent upon transactions.
Put that beside:
DIGITAL IDENTITY
DATA EXCHANGE
DIGITAL CREDENTIALS
DIGITAL PAYMENTS
A NATIONAL INCOME FRAMEWORK FOR EVERYONE OVER 17
and Christians have every reason to ask what kind of society these systems could produce when connected.

NOW COMPARE IT WITH GOD’S WORD
EXODUS 20:15
“THOU SHALT NOT STEAL.”
EXODUS 20:17
“THOU SHALT NOT COVET THY NEIGHBOUR’S HOUSE.”
God’s law recognizes:
“THY NEIGHBOUR’S HOUSE.”

MICAH 4:4
“THEY SHALL SIT EVERY MAN UNDER HIS VINE AND UNDER HIS FIG TREE; AND NONE SHALL MAKE THEM AFRAID.”
HIS VINE.
HIS FIG TREE.

ISAIAH 65:21–22
“THEY SHALL BUILD HOUSES, AND INHABIT THEM.”
And:
“THEY SHALL NOT BUILD, AND ANOTHER INHABIT.”
God’s picture is people enjoying the fruit of their own labour.

PROVERBS 13:22
“A GOOD MAN LEAVETH AN INHERITANCE TO HIS CHILDREN’S CHILDREN.”
Property can be possessed.
Property can be protected.
Property can be inherited.
Property can be passed to the next generation.

NABOTH’S VINEYARD
King Ahab wanted Naboth’s vineyard.
Naboth answered:
1 KINGS 21:3
“THE LORD FORBID IT ME, THAT I SHOULD GIVE THE INHERITANCE OF MY FATHERS UNTO THEE.”
The king wanted it.
But it was Naboth’s inheritance.
Political power did not automatically give the king a moral right to take it.

MICAH 2:2
“THEY COVET FIELDS, AND TAKE THEM BY VIOLENCE; AND HOUSES, AND TAKE THEM AWAY.”
ISAIAH 5:8
“WOE UNTO THEM THAT JOIN HOUSE TO HOUSE, THAT LAY FIELD TO FIELD, TILL THERE BE NO PLACE.”
Scripture repeatedly condemns dispossession and oppressive concentration of economic power.

THE BIBLE ALSO WARNS ABOUT ECONOMIC DEPENDENCE
PROVERBS 22:7
“THE RICH RULETH OVER THE POOR, AND THE BORROWER IS SERVANT TO THE LENDER.”
If ordinary people increasingly own fewer necessities and must continually purchase access to them, the question becomes:
WHO CONTROLS THE THINGS UPON WHICH EVERYONE ELSE DEPENDS?

AND THEN COMES REVELATION
REVELATION 13:16–17
Scripture describes a system under which:
“NO MAN MIGHT BUY OR SELL”
without the required mark.
Christians differ about the interpretation and fulfilment of this prophecy.
But the warning itself involves something unmistakable:
CONTROL OVER PARTICIPATION IN ECONOMIC LIFE.
That makes systems combining:
IDENTITY
AUTHORIZATION
DATA
MONEY
BENEFITS
ACCESS
BUYING
SELLING
matters Christians should examine very carefully.

GOD’S PICTURE IS DIFFERENT
“THY NEIGHBOUR’S HOUSE.”
— Exodus 20:17
“EVERY MAN UNDER HIS VINE AND UNDER HIS FIG TREE.”
— Micah 4:4
“THEY SHALL BUILD HOUSES, AND INHABIT THEM.”
— Isaiah 65:21
“THEY SHALL NOT BUILD, AND ANOTHER INHABIT.”
— Isaiah 65:22
“A GOOD MAN LEAVETH AN INHERITANCE TO HIS CHILDREN’S CHILDREN.”
— Proverbs 13:22
“THE LORD FORBID IT ME, THAT I SHOULD GIVE THE INHERITANCE OF MY FATHERS UNTO THEE.”
— 1 Kings 21:3
And Scripture warns of a system in which:
“NO MAN MIGHT BUY OR SELL.”
— Revelation 13:17
“YOU’LL OWN NOTHING”: IS THAT GOD’S WILL — OR THE OPPOSITE OF WHAT SCRIPTURE TEACHES?
Before accepting a future based upon less ownership, greater dependence upon services, interconnected digital identity, data and payment systems, Christians should ask:
DOES THIS MOVE US CLOSER TO GOD’S DESIGN — OR FURTHER AWAY FROM IT?
For factual grounding: Parliament’s C-253 text expressly says the proposed national framework would provide “all persons over the age of 17 in Canada” access to a guaranteed livable basic income. Section 3(1) similarly refers to implementation throughout Canada “for any person over the age of 17.”

The federal government’s Digital Public Infrastructure documentation identifies the core components as digital credentials, data exchange and payments and says they should be treated as infrastructure rather than isolated IT projects. The 2026 report says these components should be managed as an “integrated and evolving set of platforms rather than standalone systems.”

That same 2026 government document expressly says that CanadaLogin is being advanced as a single sign-in and that the government recommitted to implementing ePayroll “to securely share payroll and employment information.” It also says these initiatives have been developing in individual sectors and discusses moving from “distinct IT projects to national infrastructure.”
And this August 2026 Canadian Digital Service update confirms that CanadaLogin has now been launched, with the government beginning to replace dozens of existing government login systems. It also confirms the launch of GC Issue and Verify, for issuing and verifying digital credentials.

🙏 PRAYER FOR PROTECTION
Heavenly Father,

Protect us from any digital system that would be used to control our identity, money, property, movement, or ability to buy and sell.

Give us wisdom to recognize deception, courage to stand for truth, and strength to resist injustice.

“We ought to obey God rather than men.” — Acts 5:29

Keep our families, our homes and our nation under Your protection.

In Jesus Christ’s name, Amen.
