Bill S-206 — Senate

No hearings on Bill S-206 are currently shown as scheduled by the Senate Standing Committee on National Finance.

Bill S-206, An Act to develop a national framework for a guaranteed livable basic income, passed second reading in the Senate on November 6, 2025, on division. It was then referred to the Standing Senate Committee on National Finance.

As of September 8, 2026, I do not find a National Finance Committee hearing scheduled for S-206. The committee’s current page and meeting records show its other committee business, but no scheduled S-206 hearing.

The committee has, however, already been accepting written submissions concerning S-206. For example, submissions both opposing and supporting S-206 have been filed with the committee.

So the present position of S-206 is:

Second reading passed → referred to National Finance Committee → written submissions received → no S-206 hearing currently shown as scheduled.

That means the committee stage is the important point to watch now. Once National Finance schedules witnesses and begins its formal consideration of S-206, the bill will be moving again.

Bill C-253 — House of Commons

Bill C-253 is the House of Commons bill dealing with the same basic proposal — development of a national framework for a guaranteed livable basic income.

It was introduced by Lori Idlout, MP for Nunavut, on October 29, 2025.

The bill remains at first reading. It has not passed second reading, has not been sent to a House committee, has not reached report stage or third reading, and has not received Royal Assent.

C-253 is a private member’s bill and remains outside the Order of Precedence. That is significant because it means C-253 is not presently scheduled to proceed through the normal private members’ business process for second-reading debate and a vote.

So C-253 is essentially:

Introduced → first reading → outside the Order of Precedence → waiting for an opportunity to proceed to second reading.

The important difference between S-206 and C-253

S-206 is considerably further along.

S-206 has already passed Senate second reading and is before the National Finance Committee:

C-253 remains at first reading in the House:

Therefore, S-206 is the bill to watch most closely right now. If the National Finance Committee schedules hearings, that would be the next major step toward S-206 eventually returning to the Senate for third reading and, if passed there, being sent to the House of Commons.

If Bill S-206 a Bill C-253   don't move until the next election they die. So we have to keep spreading the word no Digital ID system.
