Rickey D. Cooper , NDOC Inmate # 19118 has been incarcerated for nearly 38 years in the Nevada Department of Corrections. He is serving a sentence of "life without the possibility of parole".  Rickey Cooper was 20 years old when he was arrested in 1983. At the time, he had no prior felony convictions. We as American's must end mass incarceration and excessive punishment in the U.S., challenging racial and economic injustice, and protecting basic human rights for the most vulnerable people in American society. 

We are requesting a chance to be heard by the Nevada Pardons Board. Our request is for clemency from the Nevada Pardons Board resulting in a commutation of sentence, to a life "WITH" the possibility of parole. Hopefully, this will result in an immediate parole for Rickey Cooper. Life with the possibility of parole only carries a sentence of 20 years! He would then be eligible for immediate release!
