Introduction
We, the agricultural landowners and community members of San Roman Rd., Loma Blanca Rd., and Las Escobas Rd., respectfully submit this petition to address the urgent need for improved maintenance and fair taxation of our farm and ranch roads. Our roads are the lifelines of our agricultural operations, supporting daily logistics, livestock movement, and access to essential services. However, years of neglect and increasing burdens threaten the sustainability of our land and livelihoods.

Key Issues
1. Road Maintenance Neglect:
Roads are deteriorating due to lack of regular maintenance, leading to hazardous conditions for vehicles, trailers, and livestock.
Overgrown brush, invasive weeds, and tree debris create safety hazards and impede access.
2. High Property Taxes:
Landowners face disproportionately high property taxes, despite inadequate public services and infrastructure support.
3. Safety and Logistics Challenges:
Poor road conditions increase the risk of accidents and damage to vehicles and equipment.
Essential services such as water and butane delivery, contractor access, and emergency response are often delayed or denied due to impassable roads.
4. Environmental and Community Impact:
Invasive insects and hazardous vegetation threaten crops and livestock.
Accumulation of trash and debris diminishes the beauty and safety of our shared roads.
Proposed Solutions
We urge the Starr County Precinct and relevant authorities to take the following actions:
- Implement a Regular Road Maintenance Schedule:
Establish semi-annual maintenance for road grading, brush and tree clearing, and drainage system upkeep.- Review and Adjust Property Tax Assessments:
- Ensure property taxes are fair and reflect the level of public services provided to agricultural landowners.
- Enhance Safety and Environmental Management:
- Develop a comprehensive plan for pesticide management, invasive species control, and debris removal.

Foster Community Involvement:
Organize annual community road cleanup events and encourage participation through an “Adopt-a-Road” program for Abstract 167 “La Sacatosa.”
