This campaign is inspired by the courageous statement “We Do Not Want War”, issued by hundreds of Iranian political and civil activists, university professors, former members of parliament, and independent public figures inside Iran.
We seek to bring the voice of that call to the international community and European institutions.
We do not claim to speak on behalf of those who signed that statement under difficult circumstances. Nor do we overlook the risks and pressures faced by civil society inside Iran.
Rather, we seek to amplify their message beyond Iran’s borders:
The people of Iran do not want war.
They have the right to live in peace, security, and dignity.
To Europe’s Leaders: This Is a Moment to Choose Peace
The European Union was built upon the lessons of one of the darkest chapters in human history.
After two devastating world wars, Europe embraced a fundamental principle:
Diplomacy, cooperation, and respect for human dignity must replace the logic of violence and war.
Today, as the risk of a wider conflict grows in the Middle East, Europe faces another historic responsibility.
We do not ask Europe to decide the future of Iran.
We do not ask Europe to stand with any government or military power.
We ask Europe to use its political, diplomatic, and moral influence to prevent further escalation and to protect millions of ordinary people who have no role in the decisions that put their lives at risk.
The People of Iran Are Trapped Between Two Threats
The people of Iran are facing a profound historical crisis.
On one side stands the Islamic Republic, whose decades-long policies—including repression at home, hostility toward other countries, threats against regional actors, and costly regional interventions—have contributed significantly to Iran’s isolation and to the dangerous situation the country faces today.
If Iran is now exposed to the threat of military confrontation, the role of these policies in creating an atmosphere of hostility and instability cannot be ignored.
The Islamic Republic bears responsibility for decisions that have placed Iran in this vulnerable position.
But one principle must remain absolutely clear:
The responsibility of governments can never justify the punishment of an entire nation.
The people of Iran are not responsible for the decisions of the Islamic Republic.
They must not pay the price for policies they did not choose.
At the same time, military escalation and war-oriented policies pursued by governments such as those of Benjamin Netanyahu and Donald Trump have increased the danger of turning a political crisis into a devastating regional war.
We reject any policy that pushes the region closer to a wider conflict.
Opposing War Does Not Mean Supporting the Islamic Republic
We want this message to be unmistakably clear:
Opposing war does not mean defending the Islamic Republic.
Opposing the Islamic Republic does not mean supporting military intervention.
The people of Iran should not be forced to choose between dictatorship and war.
The future of Iran must not be decided either by authoritarian rulers or by bombs and missiles.
The future of Iran must be determined peacefully by the Iranian people themselves.
Why Europe’s Role Matters
The European Union has an important diplomatic role in preventing further escalation and protecting human lives.
Europe can and should use its influence in defense of three fundamental principles:
1. The Iranian people’s right to live in peace
Peace is not a political privilege.
It is a human right.
No nation should be forced to suffer war because of the actions of its government or because of conflicts among regional and global powers.
2. The Iranian people’s right to determine their own future
The people of Iran should not have their future decided by either internal repression or foreign military action.
A democratic and peaceful future must be built by the Iranian people themselves.
The international community should support their right to pursue such a future.
3. The responsibility of the international community to prevent humanitarian catastrophe
Recent conflicts in the Middle East have shown a painful reality:
Starting a war is far easier than ending one.
But the consequences of war are always carried by ordinary people:
Families.
Children.
The elderly.
The sick.
And millions of civilians who never had a voice in the decisions that led to conflict.
Our Requests to the European Parliament and the European Commission
We do not ask the European Union to decide the future of Iran.
We ask Europe to use its political and diplomatic capacity to help protect that future from being destroyed by war.
Therefore, we call upon:
The President of the European Parliament;
The President of the European Commission;
The High Representative of the European Union for Foreign Affairs and Security Policy;
Members of the European Parliament;
And all European institutions committed to peace and human dignity:
to take the following steps:
1. Use all diplomatic efforts to prevent war and reduce tensions
We urge the European Union to use every available diplomatic channel to prevent further escalation, support de-escalation, and encourage all parties involved to return to dialogue.
Europe’s history demonstrates that even the most difficult conflicts can be addressed through diplomacy when political courage exists.
2. Encourage Iran and the United States to choose diplomacy over military confrontation
We call upon the European Union to use its influence to encourage both the government of Iran and the government of the United States to abandon the path of military confrontation and return to meaningful negotiations.
Diplomacy does not mean ignoring violations of human rights or overlooking the responsibilities of governments.
Diplomacy means protecting human lives and preventing further suffering.
3. Clearly support the Iranian people’s right to peace, freedom, and self-determination
The people of Iran deserve a future in which they are neither oppressed by authoritarian rule nor sacrificed in a foreign war.
We ask European institutions to affirm clearly that:
The people of Iran are not identical with the government that rules them;
The people of Iran are not represented by military decisions made by any state;
The future of Iran must be shaped peacefully by the Iranian people themselves.
4. Oppose any military action that endangers Iranian civilians
We call upon the European Union to place the protection of civilians at the center of its policies.
No political objective can justify actions that kill civilians, destroy essential infrastructure, or impose further suffering on millions of people who had no role in creating this crisis.
5. Strengthen support for Iran’s independent civil society
The people of Iran who work for human rights, dignity, freedom, and peace deserve to be heard.
We call upon Europe to strengthen its engagement with Iran’s independent civil society, human rights defenders, journalists, academics, and all those working for a peaceful future.
Such support is not support for any particular political faction.
It is support for universal human rights.
Our Message to Citizens of Europe and the World
We invite all people who believe in peace, human dignity, and the protection of human life to support this appeal.
Signing this petition does not mean supporting any government.
It does not mean supporting the Islamic Republic.
It does not mean supporting foreign military intervention.
It means standing with the people of Iran.
People who say:
We do not want war.
People who do not want their future trapped between repression and destruction.
People who have the right to build a peaceful future of their own choosing.
Final Appeal
History does not judge governments and nations only by the wars they begin.

To our fellow human beings across the world,
We, the signatories of this statement, together with all Iranian citizens, have the right to live in peace, security, and dignity.
Peace is both a divine blessing and a fundamental human right. The minimum requirement for peace is the complete and unconditional end of war and the rejection of all forms of threats, hatred, and warmongering.
We believe that the overwhelming majority of the people of Iran seek peace and the opportunity to live dignified lives. Therefore, since no decision should ever be imposed upon a nation against its will—and since that will can only be determined through the free expression of the people's voice—we firmly remind all governments, military forces involved in the ongoing conflicts in the Middle East, and all members of the international community that violating the Iranian people's right to peace would constitute a grave injustice against a nation that does not want war and stands for peace.
Despite all our differences, we raise a united voice to say "No to War."
We sincerely call upon all Iranians—regardless of gender, political beliefs, religion, ethnicity, or any other difference—to join this call and strengthen its echo.

ما از ندای صلحخواهی مردم ایران حمایت میکنیم
این کارزار در حمایت و الهام از بیانیه شجاعانه «ما جنگ نمیخواهیم» شکل گرفته است؛ بیانیهای که توسط صدها تن از فعالان سیاسی، مدنی، استادان دانشگاه، نمایندگان پیشین مجلس و شخصیتهای مستقل در داخل ایران منتشر شده است.
ما در خارج از ایران میکوشیم صدای این فراخوان را به گوش افکار عمومی جهان و نهادهای تصمیمگیر بینالمللی برسانیم؛ نه به جای امضاکنندگان آن سخن میگوییم و نه ادعا میکنیم که شرایط دشوار آنان را تجربه کردهایم. ما تنها میخواهیم پژواک همان پیام انسانی و جهانی باشیم:
مردم ایران جنگ نمیخواهند.
آنها حق دارند در صلح، امنیت و کرامت زندگی کنند.
خطاب به رهبران اروپا: امروز زمان انتخاب صلح است
اروپا از دل تجربهای تلخ و تاریخی شکل گرفته است؛ قارهای که دو جنگ جهانی را تجربه کرد و پس از آن، بر این باور بنیادین بنا شد که دیپلماسی، همکاری و احترام به حقوق انسانها باید جایگزین منطق خشونت و جنگ شود.
امروز، در برابر خطر گسترش یک جنگ ویرانگر در خاورمیانه، اتحادیه اروپا بار دیگر با یک آزمون تاریخی روبهرو است.
ما از اروپا نمیخواهیم به جای مردم ایران تصمیم بگیرد.
ما از اروپا نمیخواهیم در کنار هیچ حکومت یا نیروی نظامی قرار بگیرد.
ما از اروپا میخواهیم از همه ظرفیتهای سیاسی، دیپلماتیک و اخلاقی خود استفاده کند تا آتش جنگ خاموش شود و مردم ایران و منطقه بیش از این قربانی تصمیمهایی نشوند که در آن نقشی ندارند.
مردم ایران میان دو فاجعه گرفتار شدهاند
مردم ایران امروز در شرایطی دشوار و تاریخی قرار دارند.
از یک سو، جمهوری اسلامی طی بیش از چهار دهه با سیاستهای داخلی سرکوبگرانه، دشمنسازی، تهدید علیه دیگر کشورها، مداخلات منطقهای و ماجراجوییهای پرهزینه، ایران را در موقعیتی قرار داده است که خطر درگیری نظامی بیش از هر زمان دیگری احساس میشود.
اگر امروز ایران با خطر جنگ و حمله خارجی روبهرو است، نمیتوان نقش سیاستهایی را نادیده گرفت که طی دههها با ایجاد تنش، بیاعتمادی و بحران، زمینه رسیدن به این نقطه را فراهم کردند.
اما یک حقیقت اخلاقی و انسانی نیز باید روشن بماند:
مسئولیت حکومتها هرگز مجازات یک ملت را توجیه نمیکند.
مردم ایران مسئول تصمیمهای جمهوری اسلامی نیستند.
از سوی دیگر، سیاستهای نظامی و جنگطلبانه دولتهایی مانند دولت بنیامین نتانیاهو و دونالد ترامپ نیز خطر تبدیل شدن یک بحران سیاسی به جنگی گسترده و ویرانگر را افزایش داده است.
ما با هر سیاستی که منطقه را به سوی جنگ بیشتر سوق دهد مخالفیم.
مخالفت با جنگ به معنای حمایت از جمهوری اسلامی نیست
ما میخواهیم این پیام کاملاً روشن باشد:
مخالفت با جنگ، حمایت از جمهوری اسلامی نیست.
مخالفت با جمهوری اسلامی، به معنای حمایت از جنگ نیست.
مردم ایران نباید مجبور شوند میان استبداد و جنگ یکی را انتخاب کنند.
آینده ایران نه باید توسط یک حکومت اقتدارگرا تعیین شود و نه توسط بمب، موشک و عملیات نظامی خارجی.
آینده ایران باید به دست مردم ایران و از راههایی صلحآمیز، آزاد و انسانی رقم بخورد.
چرا اروپا باید در کنار مردم ایران برای صلح بایستد؟
اتحادیه اروپا دارای ظرفیت مهمی برای کاهش تنش و جلوگیری از گسترش جنگ است.
اروپا میتواند و باید از جایگاه خود برای دفاع از سه اصل استفاده کند:
نخست: حق مردم ایران برای زندگی در صلح
صلح یک امتیاز سیاسی نیست؛ یک حق انسانی است.
هیچ ملتی نباید به دلیل رفتار حکومت خود یا رقابت قدرتهای منطقهای و جهانی، قربانی جنگ شود.
دوم: حق مردم ایران برای تعیین سرنوشت خود
مردم ایران نه حکومت خود را از طریق انتخاب آزاد تعیین کردهاند و نه خواهان آن هستند که آیندهشان با مداخله نظامی خارجی رقم بخورد.
جامعه جهانی باید از حق مردم ایران برای ساختن آیندهای آزاد و صلحآمیز حمایت کند.
سوم: مسئولیت جامعه جهانی برای جلوگیری از فاجعه انسانی
تجربه جنگهای اخیر در منطقه نشان داده است که آغاز جنگ آسانتر از پایان دادن به آن است.
اما هزینه جنگ همیشه بر دوش مردم عادی میافتد:
بر خانوادهها، کودکان، سالمندان، بیماران و کسانی که هیچ نقشی در تصمیمهای سیاسی ندارند.
خواستههای ما از پارلمان اروپا و کمیسیون اروپا
ما از اتحادیه اروپا نمیخواهیم جای مردم ایران تصمیم بگیرد؛ بلکه میخواهیم از ظرفیتهای خود برای دفاع از صلح، جلوگیری از جنگ و حمایت از حقوق انسانی مردم ایران استفاده کند.
بر همین اساس، از:
رئیس پارلمان اروپا؛
رئیس کمیسیون اروپا؛
نماینده عالی اتحادیه اروپا در امور خارجی و سیاست امنیتی؛

میخواهیم:
۱. همه ظرفیتهای دیپلماتیک خود را برای توقف روند جنگ به کار گیرید
از اتحادیه اروپا میخواهیم با استفاده از تمام ابزارهای سیاسی و دیپلماتیک خود، برای کاهش فوری تنشها، جلوگیری از گسترش درگیری و بازگرداندن طرفهای درگیر به مسیر گفتوگو و مذاکره تلاش کند.
تجربه تاریخی اروپا نشان داده است که حتی دشوارترین بحرانها، اگر اراده سیاسی وجود داشته باشد، میتوانند از مسیر دیپلماسی حل شوند.
۲. دولتهای ایران و آمریکا را به انتخاب دیپلماسی به جای رویارویی نظامی ترغیب کنید
ما از اروپا میخواهیم از نفوذ سیاسی خود استفاده کند تا جمهوری اسلامی ایران و ایالات متحده آمریکا را به کنار گذاشتن مسیر تقابل نظامی و بازگشت به گفتوگو تشویق کند.
مذاکره و دیپلماسی به معنای چشمپوشی از نقض حقوق بشر یا نادیده گرفتن مسئولیت حکومتها نیست؛ بلکه تنها راهی است که میتواند از قربانی شدن مردم جلوگیری کند.
۳. از حق مردم ایران برای صلح، آزادی و تعیین سرنوشت حمایت کنید
مردم ایران سزاوار آیندهای هستند که در آن نه زیر سایه استبداد زندگی کنند و نه قربانی جنگ شوند.
ما از اتحادیه اروپا میخواهیم به روشنی اعلام کند که:
مردم ایران با حکومت خود یکی نیستند؛
مردم ایران با تصمیمهای نظامی و امنیتی هیچ دولتی نمایندگی نمیشوند؛
آینده ایران باید به دست مردم ایران و از طریق روشهای صلحآمیز و دموکراتیک تعیین شود.
۴. با هر اقدامی که جان غیرنظامیان ایرانی را به خطر میاندازد مخالفت کنید
ما از اتحادیه اروپا میخواهیم اصل حفاظت از جان غیرنظامیان را در مرکز سیاست خود قرار دهد.
هیچ هدف سیاسی یا نظامی نمیتواند توجیهکننده حمله به مردم عادی، تخریب زیرساختهای حیاتی، یا تحمیل رنج بیشتر بر میلیونها انسانی باشد که هیچ نقشی در تصمیمهای حکومتها ندارند.
۵. از جامعه مدنی مستقل ایران حمایت کنید
مردم ایران برای صلح، آزادی و کرامت انسانی مبارزه میکنند.
ما از اروپا میخواهیم ارتباط و حمایت خود را با جامعه مدنی مستقل ایران، مدافعان حقوق بشر، روزنامهنگاران مستقل، دانشگاهیان و همه کسانی که برای آیندهای مسالمتآمیز تلاش میکنند، تقویت کند.
این حمایت نباید به معنای جانبداری از یک جریان سیاسی خاص باشد؛ بلکه باید دفاع از حق انسانها برای داشتن جامعهای آزاد و امن باشد.
ما چه میخواهیم؟
ما خواهان جنگ نیستیم.
اما صلحی که بر ترس، سرکوب و بیحقوقی بنا شود نیز صلح پایدار نیست.
ما خواهان صلحی هستیم که در آن مردم ایران بتوانند آزادانه درباره آینده خود تصمیم بگیرند؛ صلحی که در آن هیچ مادری نگران از دست دادن فرزندش در جنگ نباشد؛ صلحی که در آن هیچ نسلی مجبور نباشد بهای تصمیمهای حکومتها و قدرتهای نظامی را بپردازد.
ما از اروپا نمیخواهیم سکوت کند.
ما از اروپا نمیخواهیم طرف هیچ دولت یا نیروی نظامی را بگیرد.
ما از اروپا میخواهیم در کنار یک اصل بایستد:
حق مردم ایران برای زندگی در صلح و کرامت.
فراخوان به شهروندان اروپا و جهان
ما از همه شهروندان اروپا، فعالان صلح، مدافعان حقوق بشر، دانشگاهیان، هنرمندان و همه کسانی که به ارزش انسانی صلح باور دارند دعوت میکنیم از این کارزار حمایت کنند.
امضای این دادخواست، حمایت از هیچ حکومت یا قدرت خارجی نیست.
این امضا، حمایت از مردم ایران است؛ مردمی که میگویند:
ما جنگ نمیخواهیم.
مردمی که نمیخواهند آینده کشورشان میان سرکوب داخلی و ویرانی جنگ خارجی گرفتار شود.
مردمی که حق دارند آزادانه، در امنیت و آرامش، آینده خود را بسازند.
سخن پایانی
تاریخ، دولتها و ملتها را فقط با جنگهایی که آغاز کردهاند قضاوت نمیکند؛ بلکه با فرصتهایی که برای جلوگیری از جنگ داشتهاند نیز قضاوت خواهد کرد.
امروز اتحادیه اروپا این فرصت را دارد که نشان دهد دیپلماسی، حقوق بشر و دفاع از جان انسانها هنوز ارزشهایی زنده و تعیینکنندهاند.
ایستادن در کنار مردم ایران به معنای انتخاب یک حکومت علیه حکومت دیگر نیست.
ایستادن در کنار مردم ایران یعنی انتخاب صلح در برابر جنگ، زندگی در برابر ویرانی، و کرامت انسانی در برابر منطق قدرت.
ما از اروپا میخواهیم در این لحظه تاریخی، در کنار مردم ایران و در کنار صلح بایستد.
مردم ایران جنگ نمیخواهند.
و جهان باید صدای آنان را بشنود.

ما، امضاکنندگان این بیانیه و همه شهروندان ایرانی، حق داریم در صلح و امنیت، زندگی شرافتمندانهای داشته باشیم.
صلح، موهبتی الهی و حقی بشری است. کمینهِ بهرهمندی از صلح، خاتمه کامل و قطعی جنگ و پایان دادن به هرگونه تهدید، نفرتپراکنی و جنگافروزی است.
ما بر این باوریم که اکثریت قاطع مردم ایران خواهان صلح و برخورداری از حق زندگی شایستهاند. بنابراین، از آنجا که هیچ تصمیمی نباید برخلاف اراده ملت بر کشور حاکم شود ـ و این اراده همواره از طریق مراجعه به آرای عمومی قابل احراز است ـ مؤکداً به همه دولتها و گروههای نظامی درگیر در مخاصماتِ ادامهدار اخیر در خاورمیانه و نیز تمامی کنشگران جامعه جهانی یادآور میشویم که نقض این حق مسلم ایرانیان، جنایتی بزرگ در حق ملتی است که جنگ نمیخواهد و طرفدار صلح است.
ما، علیرغم همه تفاوتهایمان، ندای “نه به جنگ” را سر میدهیم و تمامی هموطنان خود را، فارغ از جنسیت، گرایش سیاسی و فکری، مذهب، قومیت و هرگونه تفاوت دیگر، صمیمانه فرامیخوانیم تا با تأیید این ندا، بر پژواک آن بیفزایند.

The European Union has an important diplomatic role in preventing further escalation and protecting human lives.
Europe can and should use its influence in defense of three fundamental principles:
1. The Iranian people’s right to live in peace
Peace is not a political privilege.
It is a human right.
No nation should be forced to suffer war because of the actions of its government or because of conflicts among regional and global powers.
2. The Iranian people’s right to determine their own future
The people of Iran should not have their future decided by either internal repression or foreign military action.
A democratic and peaceful future must be built by the Iranian people themselves.
The international community should support their right to pursue such a future.
3. The responsibility of the international community to prevent humanitarian catastrophe
Recent conflicts in the Middle East have shown a painful reality:
Starting a war is far easier than ending one.
But the consequences of war are always carried by ordinary people:
Families.
Children.
The elderly.
The sick.
And millions of civilians who never had a voice in the decisions that led to conflict.
Our Requests to the European Parliament and the European Commission
We do not ask the European Union to decide the future of Iran.
We ask Europe to use its political and diplomatic capacity to help protect that future from being destroyed by war.
Therefore, we call upon:
The President of the European Parliament;
The President of the European Commission;
The High Representative of the European Union for Foreign Affairs and Security Policy;
Members of the European Parliament;
And all European institutions committed to peace and human dignity:
to take the following steps:
1. Use all diplomatic efforts to prevent war and reduce tensions
We urge the European Union to use every available diplomatic channel to prevent further escalation, support de-escalation, and encourage all parties involved to return to dialogue.
Europe’s history demonstrates that even the most difficult conflicts can be addressed through diplomacy when political courage exists.
2. Encourage Iran and the United States to choose diplomacy over military confrontation
We call upon the European Union to use its influence to encourage both the government of Iran and the government of the United States to abandon the path of military confrontation and return to meaningful negotiations.
Diplomacy does not mean ignoring violations of human rights or overlooking the responsibilities of governments.
Diplomacy means protecting human lives and preventing further suffering.
3. Clearly support the Iranian people’s right to peace, freedom, and self-determination
The people of Iran deserve a future in which they are neither oppressed by authoritarian rule nor sacrificed in a foreign war.
We ask European institutions to affirm clearly that:
The people of Iran are not identical with the government that rules them;
The people of Iran are not represented by military decisions made by any state;
The future of Iran must be shaped peacefully by the Iranian people themselves.
4. Oppose any military action that endangers Iranian civilians
We call upon the European Union to place the protection of civilians at the center of its policies.
No political objective can justify actions that kill civilians, destroy essential infrastructure, or impose further suffering on millions of people who had no role in creating this crisis.
5. Strengthen support for Iran’s independent civil society
The people of Iran who work for human rights, dignity, freedom, and peace deserve to be heard.
We call upon Europe to strengthen its engagement with Iran’s independent civil society, human rights defenders, journalists, academics, and all those working for a peaceful future.
Such support is not support for any particular political faction.
It is support for universal human rights.
Our Message to Citizens of Europe and the World
We invite all people who believe in peace, human dignity, and the protection of human life to support this appeal.
Signing this petition does not mean supporting any government.
It does not mean supporting the Islamic Republic.
It does not mean supporting foreign military intervention.
It means standing with the people of Iran.
People who say:
We do not want war.
People who do not want their future trapped between repression and destruction.
People who have the right to build a peaceful future of their own choosing.
Final Appeal
History does not judge governments and nations only by the wars they begin.
It also judges them by the wars they had the opportunity to prevent.
Today, Europe has the opportunity to demonstrate that diplomacy, human rights, and the protection of human life remain living principles.
Standing with the people of Iran does not mean choosing one government against another.
It means choosing peace over war.
It means choosing human dignity over destruction.
It means standing with the millions of ordinary people who want neither dictatorship nor war, but a future based on freedom, security, and peace.
We call upon Europe to stand with the people of Iran.
We call upon Europe to help extinguish the flames of war before they consume another generation.
The people of Iran do not want war.
The world must hear their voice.

A Statement by 268 Iranian Political and Civil Society Activists, University Professors, Former Members of Parliament, and Other Public Figures
To our fellow human beings across the world,
We, the signatories of this statement, together with all Iranian citizens, have the right to live in peace, security, and dignity.
Peace is both a divine blessing and a fundamental human right. The minimum requirement for peace is the complete and unconditional end of war and the rejection of all forms of threats, hatred, and warmongering.
We believe that the overwhelming majority of the people of Iran seek peace and the opportunity to live dignified lives. Therefore, since no decision should ever be imposed upon a nation against its will—and since that will can only be determined through the free expression of the people's voice—we firmly remind all governments, military forces involved in the ongoing conflicts in the Middle East, and all members of the international community that violating the Iranian people's right to peace would constitute a grave injustice against a nation that does not want war and stands for peace.
Despite all our differences, we raise a united voice to say "No to War."

ما از ندای صلحخواهی مردم ایران حمایت میکنیم
این کارزار در حمایت و الهام از بیانیه شجاعانه «ما جنگ نمیخواهیم» شکل گرفته است؛ بیانیهای که توسط صدها تن از فعالان سیاسی، مدنی، استادان دانشگاه، نمایندگان پیشین مجلس و شخصیتهای مستقل در داخل ایران منتشر شده است.
ما در خارج از ایران میکوشیم صدای این فراخوان را به گوش افکار عمومی جهان و نهادهای تصمیمگیر بینالمللی برسانیم؛ نه به جای امضاکنندگان آن سخن میگوییم و نه ادعا میکنیم که شرایط دشوار آنان را تجربه کردهایم. ما تنها میخواهیم پژواک همان پیام انسانی و جهانی باشیم:
مردم ایران جنگ نمیخواهند.
آنها حق دارند در صلح، امنیت و کرامت زندگی کنند.
خطاب به رهبران اروپا: امروز زمان انتخاب صلح است
اروپا از دل تجربهای تلخ و تاریخی شکل گرفته است؛ قارهای که دو جنگ جهانی را تجربه کرد و پس از آن، بر این باور بنیادین بنا شد که دیپلماسی، همکاری و احترام به حقوق انسانها باید جایگزین منطق خشونت و جنگ شود.
امروز، در برابر خطر گسترش یک جنگ ویرانگر در خاورمیانه، اتحادیه اروپا بار دیگر با یک آزمون تاریخی روبهرو است.
ما از اروپا نمیخواهیم به جای مردم ایران تصمیم بگیرد.
ما از اروپا نمیخواهیم در کنار هیچ حکومت یا نیروی نظامی قرار بگیرد.
ما از اروپا میخواهیم از همه ظرفیتهای سیاسی، دیپلماتیک و اخلاقی خود استفاده کند تا آتش جنگ خاموش شود و مردم ایران و منطقه بیش از این قربانی تصمیمهایی نشوند که در آن نقشی ندارند.
مردم ایران میان دو فاجعه گرفتار شدهاند
مردم ایران امروز در شرایطی دشوار و تاریخی قرار دارند.
از یک سو، جمهوری اسلامی طی بیش از چهار دهه با سیاستهای داخلی سرکوبگرانه، دشمنسازی، تهدید علیه دیگر کشورها، مداخلات منطقهای و ماجراجوییهای پرهزینه، ایران را در موقعیتی قرار داده است که خطر درگیری نظامی بیش از هر زمان دیگری احساس میشود.
اگر امروز ایران با خطر جنگ و حمله خارجی روبهرو است، نمیتوان نقش سیاستهایی را نادیده گرفت که طی دههها با ایجاد تنش، بیاعتمادی و بحران، زمینه رسیدن به این نقطه را فراهم کردند.
اما یک حقیقت اخلاقی و انسانی نیز باید روشن بماند:
مسئولیت حکومتها هرگز مجازات یک ملت را توجیه نمیکند.
مردم ایران مسئول تصمیمهای جمهوری اسلامی نیستند.
از سوی دیگر، سیاستهای نظامی و جنگطلبانه دولتهایی مانند دولت بنیامین نتانیاهو و دونالد ترامپ نیز خطر تبدیل شدن یک بحران سیاسی به جنگی گسترده و ویرانگر را افزایش داده است.
ما با هر سیاستی که منطقه را به سوی جنگ بیشتر سوق دهد مخالفیم.
مخالفت با جنگ به معنای حمایت از جمهوری اسلامی نیست
ما میخواهیم این پیام کاملاً روشن باشد:
مخالفت با جنگ، حمایت از جمهوری اسلامی نیست.
مخالفت با جمهوری اسلامی، به معنای حمایت از جنگ نیست.
مردم ایران نباید مجبور شوند میان استبداد و جنگ یکی را انتخاب کنند.
آینده ایران نه باید توسط یک حکومت اقتدارگرا تعیین شود و نه توسط بمب، موشک و عملیات نظامی خارجی.
آینده ایران باید به دست مردم ایران و از راههایی صلحآمیز، آزاد و انسانی رقم بخورد.
چرا اروپا باید در کنار مردم ایران برای صلح بایستد؟
اتحادیه اروپا دارای ظرفیت مهمی برای کاهش تنش و جلوگیری از گسترش جنگ است.
اروپا میتواند و باید از جایگاه خود برای دفاع از سه اصل استفاده کند:
نخست: حق مردم ایران برای زندگی در صلح
صلح یک امتیاز سیاسی نیست؛ یک حق انسانی است.
هیچ ملتی نباید به دلیل رفتار حکومت خود یا رقابت قدرتهای منطقهای و جهانی، قربانی جنگ شود.
دوم: حق مردم ایران برای تعیین سرنوشت خود
مردم ایران نه حکومت خود را از طریق انتخاب آزاد تعیین کردهاند و نه خواهان آن هستند که آیندهشان با مداخله نظامی خارجی رقم بخورد.
جامعه جهانی باید از حق مردم ایران برای ساختن آیندهای آزاد و صلحآمیز حمایت کند.
سوم: مسئولیت جامعه جهانی برای جلوگیری از فاجعه انسانی
تجربه جنگهای اخیر در منطقه نشان داده است که آغاز جنگ آسانتر از پایان دادن به آن است.
اما هزینه جنگ همیشه بر دوش مردم عادی میافتد:
بر خانوادهها، کودکان، سالمندان، بیماران و کسانی که هیچ نقشی در تصمیمهای سیاسی ندارند.
خواستههای ما از پارلمان اروپا و کمیسیون اروپا
ما از اتحادیه اروپا نمیخواهیم جای مردم ایران تصمیم بگیرد؛ بلکه میخواهیم از ظرفیتهای خود برای دفاع از صلح، جلوگیری از جنگ و حمایت از حقوق انسانی مردم ایران استفاده کند.
بر همین اساس، از:
رئیس پارلمان اروپا؛
رئیس کمیسیون اروپا؛
نماینده عالی اتحادیه اروپا در امور خارجی و سیاست امنیتی؛
اعضای کمیسیون امور خارجی پارلمان اروپا (AFET)؛
و تمامی نمایندگان پارلمان اروپا
میخواهیم:
۱. همه ظرفیتهای دیپلماتیک خود را برای توقف روند جنگ به کار گیرید
از اتحادیه اروپا میخواهیم با استفاده از تمام ابزارهای سیاسی و دیپلماتیک خود، برای کاهش فوری تنشها، جلوگیری از گسترش درگیری و بازگرداندن طرفهای درگیر به مسیر گفتوگو و مذاکره تلاش کند.
تجربه تاریخی اروپا نشان داده است که حتی دشوارترین بحرانها، اگر اراده سیاسی وجود داشته باشد، میتوانند از مسیر دیپلماسی حل شوند.
۲. دولتهای ایران و آمریکا را به انتخاب دیپلماسی به جای رویارویی نظامی ترغیب کنید
ما از اروپا میخواهیم از نفوذ سیاسی خود استفاده کند تا جمهوری اسلامی ایران و ایالات متحده آمریکا را به کنار گذاشتن مسیر تقابل نظامی و بازگشت به گفتوگو تشویق کند.
مذاکره و دیپلماسی به معنای چشمپوشی از نقض حقوق بشر یا نادیده گرفتن مسئولیت حکومتها نیست؛ بلکه تنها راهی است که میتواند از قربانی شدن مردم جلوگیری کند.
۳. از حق مردم ایران برای صلح، آزادی و تعیین سرنوشت حمایت کنید
مردم ایران سزاوار آیندهای هستند که در آن نه زیر سایه استبداد زندگی کنند و نه قربانی جنگ شوند.
ما از اتحادیه اروپا میخواهیم به روشنی اعلام کند که:
مردم ایران با حکومت خود یکی نیستند؛
مردم ایران با تصمیمهای نظامی و امنیتی هیچ دولتی نمایندگی نمیشوند؛
آینده ایران باید به دست مردم ایران و از طریق روشهای صلحآمیز و دموکراتیک تعیین شود.
۴. با هر اقدامی که جان غیرنظامیان ایرانی را به خطر میاندازد مخالفت کنید
ما از اتحادیه اروپا میخواهیم اصل حفاظت از جان غیرنظامیان را در مرکز سیاست خود قرار دهد.
هیچ هدف سیاسی یا نظامی نمیتواند توجیهکننده حمله به مردم عادی، تخریب زیرساختهای حیاتی، یا تحمیل رنج بیشتر بر میلیونها انسانی باشد که هیچ نقشی در تصمیمهای حکومتها ندارند.
۵. از جامعه مدنی مستقل ایران حمایت کنید
مردم ایران برای صلح، آزادی و کرامت انسانی مبارزه میکنند.
ما از اروپا میخواهیم ارتباط و حمایت خود را با جامعه مدنی مستقل ایران، مدافعان حقوق بشر، روزنامهنگاران مستقل، دانشگاهیان و همه کسانی که برای آیندهای مسالمتآمیز تلاش میکنند، تقویت کند.
این حمایت نباید به معنای جانبداری از یک جریان سیاسی خاص باشد؛ بلکه باید دفاع از حق انسانها برای داشتن جامعهای آزاد و امن باشد.
ما چه میخواهیم؟
ما خواهان جنگ نیستیم.
اما صلحی که بر ترس، سرکوب و بیحقوقی بنا شود نیز صلح پایدار نیست.
ما خواهان صلحی هستیم که در آن مردم ایران بتوانند آزادانه درباره آینده خود تصمیم بگیرند؛ صلحی که در آن هیچ مادری نگران از دست دادن فرزندش در جنگ نباشد؛ صلحی که در آن هیچ نسلی مجبور نباشد بهای تصمیمهای حکومتها و قدرتهای نظامی را بپردازد.
ما از اروپا نمیخواهیم سکوت کند.
ما از اروپا نمیخواهیم طرف هیچ دولت یا نیروی نظامی را بگیرد.
ما از اروپا میخواهیم در کنار یک اصل بایستد:
حق مردم ایران برای زندگی در صلح و کرامت.
فراخوان به شهروندان اروپا و جهان
ما از همه شهروندان اروپا، فعالان صلح، مدافعان حقوق بشر، دانشگاهیان، هنرمندان و همه کسانی که به ارزش انسانی صلح باور دارند دعوت میکنیم از این کارزار حمایت کنند.
امضای این دادخواست، حمایت از هیچ حکومت یا قدرت خارجی نیست.
این امضا، حمایت از مردم ایران است؛ مردمی که میگویند:
ما جنگ نمیخواهیم.
مردمی که نمیخواهند آینده کشورشان میان سرکوب داخلی و ویرانی جنگ خارجی گرفتار شود.
مردمی که حق دارند آزادانه، در امنیت و آرامش، آینده خود را بسازند.
سخن پایانی
تاریخ، دولتها و ملتها را فقط با جنگهایی که آغاز کردهاند قضاوت نمیکند؛ بلکه با فرصتهایی که برای جلوگیری از جنگ داشتهاند نیز قضاوت خواهد کرد.
امروز اتحادیه اروپا این فرصت را دارد که نشان دهد دیپلماسی، حقوق بشر و دفاع از جان انسانها هنوز ارزشهایی زنده و تعیینکنندهاند.
ایستادن در کنار مردم ایران به معنای انتخاب یک حکومت علیه حکومت دیگر نیست.
ایستادن در کنار مردم ایران یعنی انتخاب صلح در برابر جنگ، زندگی در برابر ویرانی، و کرامت انسانی در برابر منطق قدرت.
ما از اروپا میخواهیم در این لحظه تاریخی، در کنار مردم ایران و در کنار صلح بایستد.
مردم ایران جنگ نمیخواهند.
و جهان باید صدای آنان را بشنود.

ما، امضاکنندگان این بیانیه و همه شهروندان ایرانی، حق داریم در صلح و امنیت، زندگی شرافتمندانهای داشته باشیم.
صلح، موهبتی الهی و حقی بشری است. کمینهِ بهرهمندی از صلح، خاتمه کامل و قطعی جنگ و پایان دادن به هرگونه تهدید، نفرتپراکنی و جنگافروزی است.
ما بر این باوریم که اکثریت قاطع مردم ایران خواهان صلح و برخورداری از حق زندگی شایستهاند. بنابراین، از آنجا که هیچ تصمیمی نباید برخلاف اراده ملت بر کشور حاکم شود ـ و این اراده همواره از طریق مراجعه به آرای عمومی قابل احراز است ـ مؤکداً به همه دولتها و گروههای نظامی درگیر در مخاصماتِ ادامهدار اخیر در خاورمیانه و نیز تمامی کنشگران جامعه جهانی یادآور میشویم که نقض این حق مسلم ایرانیان، جنایتی بزرگ در حق ملتی است که جنگ نمیخواهد و طرفدار صلح است.
ما، علیرغم همه تفاوتهایمان، ندای “نه به جنگ” را سر میدهیم و تمامی هموطنان خود را، فارغ از جنسیت، گرایش سیاسی و فکری، مذهب، قومیت و هرگونه تفاوت دیگر، صمیمانه فرامیخوانیم تا با تأیید این ندا، بر پژواک آن بیفزایند.
