

STAND WITH CEMI RIVER: STOP THE HYDROPOWER PLANTS IN VUKËL, KELMEND
The Issue
NË KRAH TË CEMIT: NDALNI HIDROCENTRALET NË VUKËL, KELMEND
Prej brezash, lumi i Cemit ka rrjedhur i kthjellët dhe i egër mes maleve të Kelmendit, duke i dhënë formë natyrës, kulturës dhe jetesës së komuniteteve vendase. Por sot, pjesa e fundit e paprekur e këtij lumi është në rrezik.
Përgjatë degës së Vuklit të lumit Cem është planifikuar ndërtimi i tre hidrocentraleve Kozhnje 1, Kozhnje 2 dhe Tamara, pa konsultime publike transparente dhe pa një vlerësim të mirëfilltë të ndikimit të tyre kumulativ në mjedis. Këto ndërtime do ta devijonin ujin nga shtrati natyror i lumit dhe do të shkatërronin habitate ujore jetike.
Ky është një moment vendimtar për mbarë pellgun e lumit Cem:
● Dega e Vuklit është pjesa e fundit e paprekur me ujë të kulluar dhe një strehë jetike ku ende mbijeton trofta e mermertë, specie e rrezikuar. Në degën e Selcës të Cemit tashmë janë ngritur disa diga.
● Lumi i Cemit ndodhet brenda Parkut Kombëtar “Alpet e Shqipërisë”. Lejimi këtu i hidrocentraleve të vogla shkatërruese cenon integritetin e zonave të mbrojtura të Shqipërisë.
● Banorëve të Vuklit u është mohuar transparenca e plotë, pjesëmarrja reale dhe e drejta për të vendosur për të ardhmen e ujit dhe të tokës së tyre.
Në mbarë pellgun ujëmbledhës të Cemit, nëntë hidrocentrale të vogla kërcënojnë rrjetin lumor. Nëse edhe Vukli pëson të njëjtin fat, Cemi humbet strehën e tij të fundit të paprekur, duke vënë në rrezik bujqësinë dhe blegtorinë vendase, si dhe të ardhmen e ekoturizmit të qëndrueshëm në Kelmend.
Shqipëria dha shembull udhëheqjeje në nivel botëror në vitin 2023, duke krijuar në lumin Vjosa Parkun e parë Kombëtar të Lumit të Egër në Evropë duke ndalur kështu 45 diga të planifikuar. Njerëzit dhe lumenjtë e Kelmendit meritojnë pikërisht të njëjtën mbrojtje dhe të njëjtin respekt.
KËRKOJMË NGA QEVERIA SHQIPTARE:
● Të ndalë menjëherë ndërtimin dhe të anulojë projektet e hidrocentraleve Kozhnje 1, Kozhnje 2 dhe Tamara pranë Vuklit.
● Të garantojë transparencë të plotë dhe përfshirje reale të publikut për banorët vendas dhe ekspertët e pavarur në të gjitha vendimet e ardhshme mjedisore.
● Të zbatojë mbrojtje të rreptë ligjore për Parkun Kombëtar “Alpet e Shqipërisë”, duke ndaluar ndërtimin e hidrocentraleve të vogla pranë kufijve të tij.
● Të mbrojë përgjithmonë pellgun e lumit Cem.
Lumi i Cemit nuk është thjesht një burim uji; ai është zemra e identitetit dhe e trashëgimisë së Kelmendit.

For generations, the Cemi River has flowed clear and wild through the mountains of Kelmend, shaping the nature, culture, and livelihoods of local communities. But today, the last untouched stretch of this river is under threat.
Along the Vukël tributary of the Cemi, construction is planned for the Kozhnje 1, Kozhnje 2, and Tamara hydropower projects without transparent public consultations or a proper assessment of their cumulative environmental impact. These developments would divert water from the river’s natural bed and destroy critical aquatic habitats.
This is a critical turning point for the entire Cemi River Basin:
· Cemi’s Selca branch has already been dammed. The Vukël tributary is the last untouched stretch of pristine water and a vital sanctuary where the endangered marble trout still survives.
· The Cemi River lies within the Albanian Alps National Park. Allowing destructive small hydropower developments here undermines the integrity of Albania’s protected areas.
· Residents in Vukël have been denied full transparency, meaningful participation, and a say in the future of their own water and land.
Across the entire Cemi catchment, nine small hydropower plants threaten the river network. If Vukël follows suit, the Cemi loses its last pristine sanctuary, endangering local farming, livestock, and the future of sustainable ecotourism in Kelmend.
Albania showed global leadership in 2023 by creating Europe’s first Wild River National Park on the Vjosa River, stopping 45 planned dams. The people and rivers of Kelmend deserve the exact same protection and respect.
WE DEMAND THAT THE ALBANIAN GOVERNMENT:
· Immediately halt construction and cancel the Kozhnje 1, Kozhnje 2, and Tamara hydropower projects near Vukël.
· Guarantee full transparency and meaningful public involvement for local residents and independent experts in all future environmental decisions.
· Enforce strict legal protection for the Albanian Alps National Park by banning small hydropower developments within or near its boundaries.
· Permanently protect the Cemi River Basin.
The Cemi River is not just a source of water; it is the heart of Kelmend’s identity and heritage.
