MAJOR STACY’S LAW UPDATE — HOLYROOD, 3 SEPTEMBER 2026
Today, Stacy Hunter and the calls behind Stacy’s Law were raised directly in the Scottish Parliament, as violence against women and girls dominated First Minister’s Questions.
Dame Jackie Baillie MSP spoke about Stacy and told Parliament:
“Women are being failed even after abusers are known to the justice system.”
She highlighted Stacy’s family’s call for GPS tracking of violent offenders on bail and pressed First Minister John Swinney for a clear timetable, saying:
“Women’s lives are being lost while it is not in place.”
The First Minister acknowledged the importance of GPS technology:
“I accept unreservedly the importance of having additional protections in place, which can be provided through the use of this technology.”
He confirmed the Government is giving the matter “urgent attention to ensure that progress is made as quickly as possible.”
Russell Findlay MSP also raised Stacy Hunter and Samantha Lee, both killed by men who had been released on bail, and challenged the First Minister over Scotland’s bail laws.
Alex Cole-Hamilton MSP spoke about Stacy and Vikki Soloman and called specifically for abusers on bail to be GPS monitored, alongside priority police responses and serious consequences for breaches.
When he asked whether the Government would act urgently before more women died, John Swinney responded:
“Yes, we will.”
This is a significant day for Stacy’s Law.
Stacy’s name, her family’s calls for change and the need for GPS monitoring have now been put directly before the First Minister on the floor of the Scottish Parliament.
We welcome the commitment to give this urgent attention — but we still need a clear timetable and confirmation that GPS monitoring will include effective exclusion zones and alerts to both police and the person at risk when those boundaries are breached.
Stacy should still be alive.
Her name is being spoken in our Parliament. Her family is being heard. Our campaign is being heard.
Now we need those words and commitments turned into action.
Protection should begin when the risk is identified — not after another life is lost.
