The Issue

(Petition in English. Petición en español a continuación)

Between October 5 and October 15, several outside groups (KASI and ACPTA), with the support of AISD, conducted a pressure campaign at Webb and Burnet Middle Schools to get parents to sign a petition to close their schools, with the goal of limiting a possible takeover by the TEA of AISD.

We believe that this campaign violated student and parent rights, and used coercive techniques to get parent signatures. In particular, outside volunteers did the following with the support of campus and district leaders:

1. Used district supplied directory information, including student and parent names, addresses, phone numbers and email addresses, to contact parents through multiple phone calls, texts and home visits. This information, which should only be used by district personnel or partners with data agreements with the district, was freely available to any volunteer to use, including many who had not been background checked. With the current immigration situation, parents were distressed that strangers arrived at their homes, identifying themselves as school representatives. Under no circumstances should this sensitive information have been given to volunteers.

2. Pressured and coerced students (children) to take pre-filled petitions in English home to be signed by their parents with little understanding of the purpose of the petition. Students were offered pizza and Kona Ice as incentives. We believe that this involvement of students is a possible violation of the Texas Education Code prohibition against using students to support a particular measure. We also believe that coercing students with incentives in a situation that is clearly controversial and traumatizing, is at the very least, unethical.

3. Used English-speaking volunteers to hand out petitions in English to Spanish-speaking parents during pick-up and drop-off times. Volunteers gave brief explanations in English and asked for signatures. Many parents signed not knowing what they were signing.

4. English-speaking volunteers set up a table at the Webb food distribution site, handing English forms to parents. Parents indicated they believed they were signing the forms to receive their food.

5. At least at Webb, backpacks were searched by strangers, looking for petitions that had gone home. These were illegal searches and were traumatizing for children.

6. Volunteers were allowed to roam throughout the school, interrupting instructional time, to collect petitions from students. In at least one case, a volunteer had to be asked repeatedly to leave class so that learning could resume.

We also believe that parents who expressed their opposition to signing the petition were marginalized and even attacked for their opinions.

Therefore, we ask the following actions be taken:

1. The Executive Principal at Webb Middle School should be removed immediately from the campus. We believe she demonstrated poor judgement in allowing the above actions at Webb, and she should be held accountable.

2. ACPTA's role in these actions should be reviewed by the Texas PTA and the AISD Board of Trustees.

3. Parents who feel that they were coerced into signing the petition for any reason should be provided with a means by which they can withdraw their signature. This may cause the petitions to fall below the total needed for submission to the TEA, but this is the price of conducting an improper process.

4. An independent investigation of the petition process should be conducted at both campuses in order to identify illegal, unethical or other improper actions.
