
It's been sometime since an update. I was hoping the next contact would be to confirm that work had started but as feared, the train operator has not begun any work and seemingly ceased communication. This doesn't mean work isn't happening... However, we have to accept it doesn't look likely that the deadline of 2019 to install accessible lifts to Pokesdown Station will be met.
I was always very sceptical of the rail franchise system delivering this, but we are where we are. Whether there is a major stumbling block to hit the deadline remains to be seen.
I met with Pokesdown Forum last week when this became apparent. As you may know we have had a change of council here in BCP which has changed the dynamic politically. Some of the existing cllrs are still here, but we also have a new group who are also very keen to pursue this and not let the rail company off the hook. I'm pleased to hear everyone was very aware of the campaign and keen so far. If anything there seems more drive than previously. Our local two local ward cllrs are very much behind this. Andy Jones was part of the original campaign and George Farquhar was elected recently. Speaking to George he has already had some discussions with SWR and the Unions so has an understanding of the issues.
What next?
Request South Western Railways appear before Council:It's already been recommended to request SWR to appear before the council cabinet or scrutiny panel to explain their plans. It seems this already has serious backing within the new council. Plans to arrange this is underway. I'm not sure what obligations there are on SWR, but it will certainly shine the light on them.
Investigate Sanctions:Delivering lifts by 31st Dec 2019 was a requirement of winning the franchise. If anyone wants the full wording I can provide this :). We are investigating what sanctions can and should be imposed but the regulator if this is not met, and how to enforce this.
Local Groups:We need to get as many local groups aware if there is a problem. There's already actions to communicate with as many groups as possible underway.
