We, the undersigned, are writing to express our profound distress and outrage regarding the horrific suffering inflicted upon companion animals, exemplified by the tragic case of Sori and countless others, during the recent wildfires. The story of Sori, a dog with once-yellow fur whose back was severely burned and blackened, only to be moved to another orchard as a guarding dog without receiving any medical treatment, is a stark illustration of the unacceptable cruelty and neglect these animals endure.

Sori's plight reveals a disturbing disregard for the well-being of companion animals. Despite suffering significant burn injuries, she was not provided with veterinary care. Instead, her owner callously replaced the burned rope around her neck with a new chain and leash, forcing her back into a guarding role in an empty orchard. The festering wounds on her neck, left untreated for over two weeks following the wildfire, paint a grim picture of the pain and suffering she endured.

Sori's case is not an isolated incident. We understand that many other companion animals were injured and tragically burned to death in the wildfires, left abandoned, chained, or otherwise helpless in the face of the disaster. These animals, who rely entirely on human care and protection, were subjected to unimaginable cruelty and a terrifying death.

We demand immediate and decisive action from South Korea's Prosecution Service and the South Korean Government to address this egregious violation of animal welfare. Specifically, we urge you to:

1. Launch a thorough and comprehensive investigation into the circumstances surrounding the injuries and deaths of companion animals in the recent wildfires, including the case of Sori.

2. Identify and prosecute the owners and any other responsible parties who subjected these animals to cruelty and neglect, leading to their suffering, injury, and death, to the full extent of the Animal Protection Act. The failure to provide necessary medical care and abandoning animals in a life-threatening situation constitutes a clear violation of this law.

3. Take immediate steps to strengthen South Korea's Animal Protection Act to provide greater safeguards for companion animals, particularly in times of disaster. This must include provisions that explicitly mandate the evacuation of companion animals alongside their human families during emergencies like wildfires.

4. Implement proactive measures and clear protocols for the safe evacuation and sheltering of companion animals during natural disasters. This should include public awareness campaigns and resources to ensure that animals are not left behind.

5. Increase penalties for animal cruelty and neglect to serve as a strong deterrent against such horrific acts. The current legal framework must be robust enough to reflect the severity of the suffering inflicted upon these vulnerable beings.

The suffering endured by Sori and the countless animals who perished in the wildfires is a stain on our collective conscience. It is imperative that your office and the government take swift and meaningful action to hold those responsible accountable, prevent future tragedies, and demonstrate a commitment to the humane treatment and protection of all companion animals in South Korea. The world is watching, and we expect nothing less than justice for these innocent victims and a significant strengthening of animal protection laws.

저는 최근 발생한 산불로 인해, 소리와 수많은 반려동물들이 겪어야 했던 끔찍한 고통에 대해 깊은 고통과 분노를 느끼며 이 글을 씁니다. 한때 노란 털을 가졌었지만 지금은 등에 심각한 화상을 입었고, 검게 그을려졌지만 아무런 치료도 받지 못한 채 또 다른 과수원으로 옮겨져 경비견으로 쓰인 소리의 일은, 반려동물들이 겪고 있는 용납할 수 없는 학대와 방임을 단적으로 보여주는 사례입니다.

소리가 겪은 고통은 반려동물의 복지에 대한 심각한 무관심을 드러냅니다. 그녀는 심각한 화상에도 불구하고 어떤 수의학적 치료도 받지 못했습니다. 오히려 주인은 불에 타 녹아내린 목줄을 새 쇠사슬과 줄로 바꿔 채운 채, 소리를 텅 빈 과수원으로 다시 데려가 경비견 역할을 하도록 강요했습니다. 산불 발생 이후 2주가 넘도록 치료받지 못한 채 방치된 그녀의 곪은 목 상처는, 소리가 겪은 고통과 비참함을 적나라하게 보여줍니다.

소리의 사례만이 이러한 유일한 사례가 아닙니다. 저는 이번 산불로 인해 수많은 반려동물들이 부상을 입고, 묶인 채 버려지거나 속수무책으로 화마에 희생되었다는 사실을 알고 있습니다. 전적으로 인간의 보살핌과 보호에 의존하는 이 동물들은 상상조차 할 수 없는 잔혹함과 두려움 속에서 죽음을 맞이했습니다.

이에 저는 대한민국 검찰청과 대한민국 정부가 이 심각한 동물 복지 침해에 대해 즉각적이고 단호한 조치를 취해 주실 것을 요청드립니다. 특히, 다음 사항들을 강력히 촉구합니다:

As of April 3, 2025, the devastating wildfires in southeastern South Korea have been fully contained. Igniting on March 21, the fires resulted in at least 31 human fatalities and destroyed approximately 4,015 homes, 1,914 agricultural and livestock facilities, seven temples, and 986 other structures.

The forest fires raging through South Korea don’t just consume trees; they incinerate the innocent lives of countless dogs—chained, caged, and utterly helpless. While humans flee to safety, they leave behind the very animals who offer them unwavering loyalty, condemning them to the unimaginable agony of being burned alive. Picture their frantic struggles, their desperate cries for the humans who have abandoned them to such a horrific fate. We are writing to express our profound distress and outrage regarding the recurring and tragic loss of canine lives during wildfires in South Korea. The persistent and deeply disturbing pattern of dogs being chained outdoors and subsequently abandoned during evacuations, left to perish in the flames, is an unacceptable reality.

Each forest fire in South Korea results in the horrifying death of thousands of chained and caged dogs. Abandoned during evacuations, they are left to suffer and die in the flames. This tragedy exposes a heartbreaking indifference toward animals who view their humans as family and protectors. South Korea, this is a shameful stain on your conscience.

This situation demands immediate and decisive action. No dog should ever be left tied up and abandoned to die in a fire. We implore the South Korean government to prioritize the welfare of these vulnerable animals and implement the following critical measures:

1. Enact a National Ban on Lifelong Tethering: We demand the immediate enactment of a national law that explicitly prohibits the lifelong chaining or tethering of dogs. This practice is inherently cruel and inhumane, directly contributing to the tragic deaths we have witnessed.

2. Mandate the Evacuation of Animals During Emergencies: We insist on the establishment of a legal mandate that requires the evacuation of all domestic animals, particularly dogs, during mandatory human evacuations in wildfire and other disaster scenarios.

3. Ensure Strict Enforcement and Imposition of Severe Penalties: We call for the rigorous enforcement of existing and newly enacted animal protection laws, with severe penalties for those who neglect or abuse animals, especially during emergencies.

South Korea has declared a national emergency in response to one of the largest wildfires on record in the eastern coastal cities in Gangwon-do province. 4,000 people were evacuated in the fire that destroyed several hundred buildings.  But the biggest victims of this massive fire are the animals left behind without the ability to escape the deadly flames because they are chained or trapped in wire cages. Please take action now to urge the Korean Government to punish those responsible for leaving these dogs to suffer in the fire.

We ask that the South Korean government prosecute and punish the people who abandoned their dogs in chains only to be burned to death or injured, in violation of the Animal Protection Act. Our hearts have been broken thousands of times, but the photos of the chained dogs burned to death are truly horrific and heartbreaking.  These heartless people left their dogs chained up or in wire cages, knowing full well what horror awaited them. How can the people of a modern nation such as South Korea, the nation of Samsung, Hyundai, Kia, and LG Electronics, have this kind of utter disregard for the lives of animals who look upon them as a family?

Their actions are criminal and violate the Animal Protection Act. They must be prosecuted and punished to the fullest extent of the law, and the South Korean government must take immediate measures to prevent this type of unimaginable cruelty against dogs and cats.

지난 4월 강원도 동해안 지역에 발발한 기록적인 대형 산불로 인하여 대한민국 정부는 국가재난사태를 선포하기에 이르렀습니다. 수 백 채의 건물이 불에 탔고 4천 여명이 거주하던 집을 떠나 대피해야 했습니다.

그 중에서도 이번 화재의 가장 큰, 그러나 목소리를 내지 못하는 피해자는 줄에 묶여있거나 철창 안에 갇혀서 화마를 피하지 못한 채 고스란히 불에 타서 죽거나 화상을 입은 동물들이었습니다. 그들의 사진을 봐주세요. 그 동안 수없이 많은 동물학대 관련 사건과 자료들을 접하면서 마음이 많이 아팠습니다만, 목줄을 한 채로 타 죽은 수 많은 개들을 보면서 말로 표현할 수 없는 참담함과 애통함을 느꼈습니다.

불에 타 죽은 개들의 주인은 이런 끔찍한 사태가 올 수도 있다는 것을 뻔히 알면서도 개를 묶어두고 철창 안에 가둔 채로 두었던 것입니다. 삼성, 현대, 기아, LG를 보유한 최첨단 국가의 국민이라는 사람들이 어떻게 본인을 가족으로 여기는 동물의 생명을 이렇게도 철저하게 경시할 수 있단 말입니까? 

개에게 목줄을 한 채로 방치해서 이 지경에 이르게 한 그들의 행위는 동물보호법에 위반되는 범죄행위이므로 반드시 기소하여 최대한도의 처벌을 받도록 해야 합니다. 또한 대한민국 정부는 이와 같은 어이없고 잔인한 동물의 사상을 미연에 방지할 수 있는 규율을 조속히 제정하여 실행하기를 촉구합니다!
