South Korea: Urgent Call for Stronger Legislation to Protect Animals in Puppy Mills

Dear Honorable Officials,

We, the undersigned, urgently call upon the South Korean government to strengthen and enforce laws that protect animals in puppy mills. Recent events have highlighted the severe and inhumane conditions endured by dogs in these facilities, underscoring the need for immediate legislative action.

On July 31st, the animal rights organization CARE exposed a harrowing case at a dog breeding facility in Geumsan County, Chungcheongnam-do. Following a report, CARE discovered 84 dogs abandoned in metal cages within a greenhouse, exposed to temperatures exceeding 33°C (91°F). These dogs were suffering from severe skin conditions, deteriorating bones, paralysis, and other serious ailments. Instead of proper nourishment, their stomachs were filled with dirt and food waste.

These 84 dogs had spent their lives as breeding animals, forced to produce litter after litter until they were too old or sick to continue. Once deemed unfit for breeding, they were discarded and left to die in this deplorable facility. Such cases are tragically common in South Korea, driven by the pervasive existence of pet shops that treat animals as mere commodities.

Puppy mills, which supply these pet shops, confine mother dogs in abhorrent conditions, forcing them to breed continuously. These animals are treated as machines, giving birth until their bodies can no longer endure the strain, while their puppies are sold to pet shops. Shockingly, many of these breeding facilities operate with government authorization, perpetuating this cruelty.

There are countless facilities like this operating throughout South Korea, and the suffering of many other animals persists. The South Korean government must take decisive action to prevent further suffering and protect all animals in these facilities.

We urge the South Korean government to:

1. Strengthen Legislation: Implement and enforce stricter laws to regulate and shut down puppy mills, ensuring that all breeding facilities meet humane standards.
2. Close Illegal Breeding Facilities: Intensify efforts to identify and close illegal breeding operations and impose severe penalties on those who operate them.
3. Improve Animal Welfare Standards: Mandate comprehensive welfare standards for all breeding facilities, including adequate living conditions, proper nutrition, and regular veterinary care.
4. Promote Adoption and Responsible Pet Ownership: Support initiatives that encourage adoption over purchasing from pet shops and promote responsible pet ownership practices.
5. Increase Transparency and Oversight: Enhance transparency and oversight in the regulation of breeding facilities, ensuring that compliance with animal welfare standards is rigorously monitored and enforced.

We call on the South Korean government to act swiftly to end the suffering of animals in puppy mills and to promote a humane and compassionate approach to animal welfare.

7월 31일, 동물권단체케어는 충청남도 금산군의 개 사육 시설에서 끔찍한 사례를 폭로했습니다. 보도에 따르면 CARE는 온도가 33°C를 초과하는 온실 안에 뜬장에 방치된 84명의 개를 발견했습니다. 이 개들은 심각한 피부 질환, 다리가 절단되고, 뼈가 녹아내리고, 눈은 함몰되는 등 기타 심각한 질병에 시달리면서 폭염에 노출돼 있었습니다. 제대로 된 영양 공급 대신 그들의 배는 흙과 음식 쓰레기로 가득 차 있었습니다.

이 84명의 개들은 번식용 동물로 평생을 보내며, 너무 늙거나 병이 나서 더 이상 번식할 수 없을 때까지 계속해서 새끼를 낳아야 했습니다. 번식에 적합하지 않다고 판단되면 버려지고 이 끔찍한 시설에서 죽음에 방치되었습니다. 이러한 사례는 동물을 단순한 상품으로 취급하는 반려동물 가게가 만연해 있기 때문에 한국에서는 비극적으로 흔합니다.

반려동물 판매업장에 공급하는 강아지 공장에서는 모견을 혐오스러운 환경에 가두고 끊임없이 번식하도록 강요합니다. 이 동물들은 기계처럼 취급되어, 몸이 감당할 수 없을 때까지 새끼를 낳아야 하며, 그들의 새끼는 반려동물 가게에 판매됩니다. 놀랍게도 이러한 사육 시설 중 상당수는 정부의 승인을 받아 운영되어 이러한 잔인함을 영속화하고 있습니다.

한국 전역에 이러한 시설이 무수히 운영되고 있으며, 많은 동물들이 여전히 고통받고 있습니다. 한국 정부는 더 이상의 고통을 막고 이러한 시설에 있는 모든 동물을 보호하기 위해 단호한 조치를 취해야 합니다.

우리는 한국 정부에 다음과 같은 조치를 촉구합니다.

1. 법률 강화: 반려동물 생산, 판매업장을 규제하고 폐쇄하기 위해 더 엄격한 법률을 시행하고 강요하여 모든 번식 시설이 인도적인 기준을 충족하도록 합니다.
2. 불법 번식 시설 폐쇄: 불법 번식 운영을 파악하고 폐쇄하기 위한 노력을 강화하며 이를 운영하는 사람들에게 엄중한 처벌을 부과합니다.
3. 동물 복지 기준 개선: 모든 번식 시설에 대해 적절한 생활 조건, 적절한 영양 및 정기적인 수의사 치료를 포함한 포괄적인 복지 기준을 의무화합니다.
4. 입양과 책임 있는 반려동물 소유 장려: 반려동물 판매업장에서의 구매보다 입양을 장려하는 이니셔티브를 지원하고 책임 있는 반려동물 소유 관행을 촉진합니다.
5. 투명성 및 감독 강화: 번식 시설의 규제를 위한 투명성과 감독을 강화하여 동물 복지 기준 준수가 철저히 모니터링되고 시행되도록 합니다.

우리는 한국 정부가 반려동물 생산, 판매업장에서 발생하는 동물들의 고통을 종식시키고 동물 복지에 대한 인도적이고 동정적인 접근 방식을 촉진하기 위해 신속하게 조치를 취할 것을 촉구합니다. 이 중요한 문제에 관심을 가져주셔서 감사합니다. 한국 동물의 삶을 보호하고 개선하기 위한 여러분의 신속한 조치를 기대합니다.
