If a country shows such poor ability to manage their major airports how can the same country possibly control the legal trade of rhino horn? Or elephant ivory?

Two men walked through customs with 42KG of rhino horn at OR Tambo Airport in Johannesburg and boarded a flight to Hong Kong.
