To say that an animal shelter is not responsible for frozen animals is ludicrous!

The animal shelters own statement per their website: 

“Vision: 
We envision a North Dakota that practices modern-day care, shows compassion, and provides opportunities for shelter pets and the community“

The cat pictured above is from the community. It has frozen it’s ears off because of being outside during a North Dakota winter and is lucky to be alive.

Bring animals up from the South is taking up space or “opportunities” for our local animals AND is totally irresponsible. For every one they bring up, it takes away from helping a local animal in any season from North Dakota. Also, if one of these transported animals gets loose(which there currently are), they are not acclimated to the climate here and will likely pass away from freezing to death as animals that are acclimated to climate here pass away or lose body parts.
