Pits in city limits

Shelbi Waters knowingly brought pit bulls to Minot, ND. She knowingly allowed them to be adopted in city limits. She knew the BSL was in effect in Minot. 

She is solely responsible for the welfare of these animals she handpicked to bring up here. Irresponsible management and it needs to change….
