This is how full the state of ND is with animals. 
This post is from a Minot page in Facebook from yesterday. Puppies and kittens are being dumped at a staggering rate in the country areas around major cities. 
Transports are bringing an unwanted population of animals to the state. The other rescues, pounds and shelters are running at capacity and yet Shelbi Waters continues to bring in animals from other states. SVAS is also sending animals out that are not fixed, vaccinated and sometimes pregnant. 
SVAS has a “3.5 million dollar” brand new building with a surgical suite in it that has not been utilized since opening. 

Where are the grant and donation dollars going? Is it travel all over the country? Is it lawyers fees? 
We do not know because their public finance records currently have extensions on them since 2019. And no one can look at their books in the nonprofit building. ��
