THIS TEXT WILL BE IN BOTH SPANISH AND ENGLISH.  SEE BELOW.

Volvemos otra vez a molestarlo.

Muchas gracias

LIsa Bovio”

Given the lack of a response to our email dated October 4, 2026, we proceeded to formally submit the following letter to the Provincial Coastal Service. The photo in this update shows the receipt confirmation issued by the registry office.

“Punta del Moral, Isla Canela, Ayamonte, October 14, 2026

To Mr. Gabriel Jesús Cuena López

Head of the Provincial Coastal Service in Huelva

Ministry for the Ecological Transition and the Demographic Challenge (MITECO)

Dear Mr. Cuena López,

I am writing to you respectfully on behalf of more than 3,500 citizens—owners of apartments in Isla Canela, Ayamonte—who have signed the following petition: https://www.change.org/p/sos-punta-del-moral-isla-canela-ante-el-abandono-de-la-zona-por-el-ayuntamiento

Two years ago, we wrote to you to clarify who was responsible for the cleaning and maintenance of the dunes in Isla Canela: the Coastal Authority (*Costas*) or the local municipal government (*Ayuntamiento*)? You kindly responded, specifying that the responsibility lay with the local government. In updates 7 and 8 of the aforementioned petition, we have included both our original letter (registered as received on February 12, 2025) and your response to it.

We are reaching out to you once again. The current situation is as follows: our apartments in La Punta del Moral were handed over to us more than 25 years ago, yet the final section of the promenade—located in front of the Antonio restaurant and the El Faro residential complex—remains unfinished. Over the past 25 years, we have raised this issue with the local government countless times, without any success. The response is always the same: “We cannot complete the work because the Coastal Authority (*Costas*) will not grant us the necessary permits.”

Mr. Cuena López, we kindly request that you clarify the following:
- Has the local government submitted a request to you for the granting of the relevant permits for this project?
- Is there anything still pending that the local government needs to request or submit? - When do you think the City Council might receive these permits, so that this project can finally be completed?

We previously sent an email regarding this matter on October 4, 2026, but perhaps you did not receive it. For this reason, we have taken the liberty of drafting a formal letter and submitting it via the government portal. As we did before, we will include this letter as an update to the petition, in order to keep all the nearly 3,500 residents who signed it informed.

We kindly ask for your assistance with this urgent matter, so that the City Council may complete this project, allowing us residents to finally enjoy this space—and, after more than 25 years, to move on.

Thank you very much.

Lisa Bovio”
