As I announced in the previous update, I will briefly describe the work of our own Citizens' Convention.
FAEF Citizens' Convention is a group of 70 people who, on scientific grounds, supported by the participation of constitution law making experts, improved a ten-article draft of a federal constitution for Europe. This happened between early October 2021 and the end of March 2022. The final product consists of a Preamble and ten Articles. Two things need to be realised at the outset.
First: a Constitution for a federal state is not about the member states. Member States remain as they are, with their own political and administrative systems. They are masters of their own house and look after their own interests. They have only entrusted a federal body with the care of interests they cannot look after themselves (common foreign policy and defence, environmental and civil rights protection, currency, and others).
Secondly, the various aspects of direct democracy in this constitution are preceded by the most ultimate form of direct democracy in the sense that this Constitution is first submitted to the people of Europe for ratification, based on the adage All Sovereignty Rests with the People.
Where a majority of the people ratifies this constitution, only then will it be the turn of the relevant parliament. The European Union is not a party to this at all.
The last two sentences make it clear that - like the founding fathers of the first federal constitution in 1787 - we are bypassing the established political institutions of the European Union and addressing the citizens of Europe directly.
