Read the emails that show how and why the City Council raised our noise limits.


Many of you have contacted us for beach reading. Happily, we can offer you The Noise Papers, the emails the city released after we took them to court. What did they want to hide? As the emails show, the council radically increased our noise limits only after a politically connected individual donor asked for the change.
The emails recount how then council majority leader Tasha Diaz and then majority whip, and bar owner, John Rubbo instructed an outside attorney to quickly draft an ordinance with the higher noise limits. Thomas Cathcart (the outside attorney) produced the ordinance in about five days and it was enacted the next month. Although private email correspondence was involved, and Cathcart was employed by the city as a "policy adviser," the city is has refused to provide ordinance-related documents from Cathcart's inbox or files.
