A conflicting set of thoughts here. Patient leaves Barwon Health property so then becomes responsible for themselves. This patient is clearly smoking while receiving Intravenous Medication originally administered by Barwon Health. The patient was sitting out the front of Geelong Cardiology on Bellarine Street.

Barwon Health & COGG share the street responsibility. Barwon Health advocate their policy by signage on their property facing council street and by ensuring staff are not smoking on council streets outside of their building. COGG manage their duty by marking the paths and 'alledged' enforcement. 

Here I am again walking through 2nd hand smoke to get to Cardiology!

Who then takes responsibility for the failure of managing the duty of care for patients still under Barwon Health care?

Why has the COGGs enforcement program failed sick Barwon Health patients during care and failed Geelong's residents trying to access care?

Not good enough. Do better. More Action.
