The Issue

We are calling on Minister Willie Aucamp (Minister of Agriculture), the Cabinet, and the Parliament of South Africa to urgently replace our 60-year-old laws and enact a comprehensive, modern National Animal Welfare Act.

Our current framework is failing. We demand "Sky's Law" to establish clear duties of care, strengthen enforcement, protect state-custody and working animals, promote sterilisation, and deliver meaningful consequences for deliberate cruelty and neglect across domestic, farming, and wildlife sectors.

Sign this petition to stop the political delays and protect South Africa's animals.

What we are demanding

To ensure Minister Willie Aucamp and Parliament act, we demand that the government:

1. Expedite the passage of Sky's Law: Prioritise the long-delayed Animal Welfare Bill with a clear, public timeline for enactment.

2. Introduce a Comprehensive National Animal Welfare Act: Replace the outdated 1962 framework with modern legislation recognising animal sentience and psychological distress.

3. Strengthen Legal Protections for All Animals: Establish enforceable standards of care for companion, working, farmed, and wild animals.

4. Broaden Enforcement & Accountability: Give authorities decisive powers to intervene when animals are at risk and impose harsh penalties for abusers.

5. Enforce a Strict State Duty of Care: Create mandatory, independent safeguards for animals held in state custody or public institutions.

Why this matters: Sky’s Story

Sky was a Belgian Shepherd who served South Africa as a police detection dog. She spent her working life serving our country. In return, she depended on the very institution entrusted with her care to protect her welfare.

In September 2026, Sky was found catastrophically injured in her kennel at the South African Police Service's (SAPS) veterinary facility at Roodeplaat. She had suffered multiple fractures to both front legs, including a horrific open fracture where the bone protruded through her skin.

Her injuries were so severe that leg tissue began dying and extensive muscle damage occurred. Her condition deteriorated to the point where surgery was too dangerous. The agonising decision was taken to euthanise her to prevent further suffering.

The systemic failure

What makes Sky's story even more distressing is that concerns about her welfare had reportedly been documented long before her final injuries.

According to information made public by Parliament, official veterinary records recorded severe kennel stress, separation anxiety, repeated attempts to escape confinement, and injuries sustained during those attempts.

A veterinary certificate dated 28 August 2026 explicitly warned that her prognosis in the SAPS environment was poor and that remaining there would compromise her welfare.

Ten days later, Sky suffered the catastrophic injuries that ultimately led to her death. While the exact circumstances require a thorough investigation, her tragedy raises a much bigger question: How many other animals are suffering because South Africa's animal-welfare laws are inadequate?

The urgent need for legislative reform

South Africa's principal anti-cruelty legislation, the Animals Protection Act 71 of 1962, is more than 60 years old. It dates from an era long before our contemporary understanding of animal sentience and the complex psychological needs of domestic, working, farmed, and wild animals.

Animals cannot report their abusers. They cannot ask the police for help, instruct a lawyer, approach a court, or demand that Parliament change the law. They depend entirely on human beings and on the laws and institutions created to protect them. When those protections fail, animals have no voice and no escape.

Sky must not have died in vain

A civilised society should be judged by how it treats those who are entirely dependent on its protection. Sky served South Africa. She could not choose where she was housed, demand that her distress be taken seriously, or insist that someone act on her behalf.

This campaign is not simply about Sky. It is about every neglected dog, every abused livestock animal, every vulnerable wild creature left unprotected, and every rescue organisation struggling within an inadequate legal framework. We cannot undo what happened to Sky. But we can demand that her suffering leads to lasting change.

Sign this petition. Share it. Demand action from Minister Aucamp.

Let us make Sky's legacy a law that protects animals long after the headlines have faded.
