NEW PUBLIC RECORDS REQUEST REVEALS MISAPPROPRIATION/RIPOFF OF WATER RESERVE FUNDS

TIRED OF BEING RIPPED OFF???? Secrecy and lack of transparency in Cottonwood Municipal Water Utility billing charges and taxes have bred distrust for a reason--PARTICULARLY the four surcharges on city water bills that the City of Cottonwood never explains or disclosed, and has never accounted for which water bill payers have faithfully paid $5.38 a month for over the last 12 years--MORE THAN $7 MILLION DOLLARS IS MISSING!!! After the City of Cottonwood established its illegal monopoly in 2004 by condemning three water companies (two outside city limits) without voter authorization pursuant to A.R.S. 9-514. and A.R.S.9-523--which required voter authorization to condemn the water companies, and required voter permission to issue the city's two water revenues bond (two private water companies were condemned outside city limits in Verde Village and Verde Santa Fe) they gained 100% market power and the ability to raise prices far, far above other cities’ comparable water rates in nearby Prescott and Flagstaff Metro areas. Then the city created an out-of-city, 30% higher water rate differential than city customers paid, which intentionally and deliberately transferred, by discrimination, 66.34% of the water utility’s bond debt payments, reserve and covenant fees onto outside water bill payers. Results from public records request in April 2017, reveal Cottonwood officials have been tapping into WATER RATEPAYERS' RESERVE FUNDS--the $5.38 a month surcharges you pay on monthly water bills--to pay for engineering, drilling and ancillary construction expenses for the city's Riverfront Park Reclamation Satellite Sewer Plant construction; plus, thousands of dollars are being paid monthly for an unknown "Environmental Education Center" which no one knows anything about; more than $16,000 paid to "Desert Dragons Promotions LLC" for advertising and promotions, and there are a whole lot more mysterious expenditures from the water reserve fund!!!
